Job Description

ROLE PURPOSE:

As a member of the country office finance team, Coordinator, Budgeting provides support to Afghanistan Country Office (AFCO) by assisting Manager, Budgeting in preparing budgets for the proposals, amendments, and cost/no-cost extensions. S/he also assists in the preparation of Save the Children’s (SC) internal budgeting cycles like annual Master Budget and its' reforecasts.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

1. Record Keeping: (5% FT LOE)

Maintain and manage the award filing and retrieval system to ensure that it provides easy and immediate access to information on these awards at country office level.

2. Analysis and reports: (35% FT LOE)

a. Prepare analysis reports as required for by the FD, CD, and SMT.

b. Analyzing the budget requirement and gaps for all Kabul and field staff plus other direct costs, on quarterly basis, as well as when required.

c. Assist Budget manager in preparing narratives for salaries in the Master budget, Zero forecast, 1st and 2nd Forecast.

d. Provide information to Budget manager during proposal budget preparation to ensure staff positions are fully funded

3. Develop Donor Budget and Forecasts: (30% FT LOE)

a.   Assist Budget Manager / Budget Specialist in preparing the awards budgets, modifications, cost/no-cost extensions

b.   Lead on the proposal budgets, amendments, modifications, cost/no-cost extensions

c.   Submit the proposed budget for review and approval of Finance Manager Budget, Budget Specialist at least one day before submission to the Awards Team

d.    Ensure accurate and up-to-date CAM calculators are in place.

E.    Preparing DEA for new activated Awards.

F.   Loading Phased budgets, MB and reforecasts

4.   Cost Allocations: (20% FT LOE)

a.   Ensure proper staff salary and administration costs are allocated in the context of available funding, and update the funding surplus/gap scenario.

b.   Preparing of Salary Allocation for national and international staff

c.   Preparing of GH Allocation

d.    Confirm budget codes for expenses as requested

5.   Liaison with other departments: (5% FT LOE)

a.    Liaise with finance team for reclassification and code confirmation for daily voucher.

b.   Represent the department in Procurement I Supply Chain meeting and as member of Purchase Committee

6.   Others: (5% FT LOE)

a.   Perform other related Responsibilities as assigned by supervisor

b.   Assist in covering for any other position in the Finance team during vacancy, leaves, or high workload.

c.   Participate in internal and external meetings and report on grants management issues.

Job Requirements

QUALIFICATIONS AND EXPERIENCE:

•  5 years’ experience in a corporate or an NGO

•  Bachelors 16 - 18 years of education in a related field

•  Experience in the JD related tasks

•  Excellent experience of MS Officer (Excel, PowerPoint and Word)

•  Strong communication and interpersonal skills

• Willingness and ability to change work practices and hours, and work with incoming surge teams, in the event of emergencies

•  Understanding of Save the Children's vision and mission and a commitment to its values

• Written and verbal fluency in English
