Job Description

Under the overall guidance of the Resource Management Officer and direct supervision of the Senior Treasury Associate, the incumbent will be responsible and accountable for providing necessary financial support for the effective and efficient implementation of IOM activities in Afghanistan. 

Core Functions / Responsibilities:

  • Assist with the control and monitoring of the finance activities of the mission in accordance with IOM rules and regulations.
  • Record cash and bank transactions in IOM’s accounting system.
  • Process payments through cheque and/or online banking in timely manner.
  • Assist in keeping track of maintaining sufficient funds at the mission level and prepare mission funding requests as necessary.
  • To Serve as a backup to Mission’s Cash Custodian in the absence of regular cash custodian.
  • Assist in handling daily local bank operations in terms of preparing the payment orders, where needed, cash withdrawals and other relevant forms ensuring compliance with the local banking and IOM procedures.
  • Assist in the preparation of payroll addition/deduction forms and Mission Payment Requests and communicate with MTS as and when required.
  • Ensure that Travel Expense Claims under e-TASS are processed in a timely manner in coordination with other Finance Associates.
  • Assist in tracking and clearance of staff’s vendor account including operational advances.
  • Provide assistance to staff services such as travel, expense claims, document retrieval, etc.
  • Suggest improvements to existing internal controls in order to safeguard the mission’s financial assets. Bring to the attention of the supervisor any relevant accounting issues.
  • Perform such other duties as may be assigned.

Job Requirements

Education

Bachelor’s degree in Business Administration, Accounting, Finances, or a related field from an accredited academic institution with three years of relevant professional experience

 or

College Diploma in the above field of studies with five years of relevant professional experience.

Experience

  • Experience in accounting, treasury, banking, and reporting.
  • Experience in dealing with bank personnel and other external counterparts, as necessary.
  • Experience in preparation of cash flow reports/monitoring.
  • Experience in Auditing is an advantage.
  • Prior work experience with UN (United Nations) Agencies in a multi-cultural setting, International Non-governmental organizations in a multi-cultural setting, government institutions in a multi-cultural setting and the financial institution in a multi-cultural setting is an advantage.

SKILLS

  • Knowledge of accounting systems i.e. SAP/Oracle and IPSAS (International Public Sector Accounting Standards).
  • High level of computer literacy is required (MS Office, specifically Excel).
  • Ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Good analytical and problem-solving skills.
  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.

Languages

  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
