About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

The finance Assistant will efficiently provide comprehensive information, clerical, and accounting services to assist the Finance Department in executing processes and delivering service needs that support high-quality programs serving the poor and vulnerable. As part of an experienced finance team, you will deliver quality support in your role, applying clearly defined accounting and financial reporting processes, procedures, and service standards.

Roles and Key Responsibilities

Tax Management:

  • Filing CRS Afghanistan’s tax obligations on monthly basis via Ministry of Finance’s online portal, e-filing within appropriate deadlines.
  • Ensure tax deposits are transferred to government’s account in a timely manner.
  • Ensure all tax correspondences are filled electronically and in hard copies so as they are easy to access and retrieval, reliable and auditable.
  • Assist in responding to tax audit inquiries.
  • Responding to tax inquiries to vendors and staff upon submission of a formal request and in coordination with HR and Supply chain units.
  • Assist in responding to tax audit inquiries.
  • Preparing monthly reports of taxes withholdings.

Financial Management:

  • Provide administrative and clerical support to financial transactions processing. Prepare, type, photocopy, and scan related documentation.
  • Prepare daily transactions within Insight System as Account Payable (Prepayment, Standard, Debit Memo, Credit Memo, Update bank books and weekly expense templates) supported by adequate required documentation.
  • Properly verify that all payments including PO with correct POET, and amounts are current and in correct currency (Afghani or US dollars) within Insight System.
  • Ensure documents & signatures are valid, filling, attached Invoice Cover sheet, (prepared by requesting employee, reviewed by related supervisor, verified by SFO, and reviewed by SFO, countersigned by related budget holder, and authorized by Head of Office).
  • Ensure that accounting all invoices and support documentation are marked and stamped as PAID after proper authorization and processing and labeling files and archiving financial files.
  • Obtain signatures on checks and wire transfers and Submitting checks to concerned vendors/Staff.
  • Assist in the daily payment and/or liquidation process of financial transactions.
 

Job Requirements

  • Bachelor’s degree in accounting, Finance, Economics, or Business Administration is a plus.
  • Minimum of two years’ work experience in a similar role with some familiarity of standard accounting practices. Experience with an international organization is a plus.
  • Familiar with NGO tax clearance requirements

Key Working Relationships:  

Internal: Head of Office, Operation Team, and Programming Staff

External: Office visitors, vendors.

Required Languages – Intermediate-level English, Native Dari speaker and excellent Pashtu (writing, reading, and speaking)

Computer Skills:

  • Microsoft office 365 basic knowledge (Outlook, Excel, Word, Microsoft Teams, Oracle ERP (Insight).
  • Microsoft OneDrive usage, or any other similar cloud-based technology usage experience.
  • Basic knowledge of internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering).
  • Understanding of basics on Intranet usage and protocols

Travel - must be willing to travel in the districts as needed (20%)

  • Excellent organizational skills with great attention to detail.

Preferred Qualifications

  • Experience using MS Office packages, in particular Excel and Word. Hands-on experience with data entry into online databases and forms.
