Job Description

The Finance Assistant works in close collaboration with the Sub-recipients (SRs) of the Global Fund project, the Country Office operations unit, the program and operations teams in the PMU in ensuring successful implementation and oversight of GF programme resources and financial management.

  1. Scope of Work

The Finance Assistant works under the overall guidance of the Finance Specialist and the Finance Analyst and direct supervision of the Global Fund Finance Associate, and performs the following functions:

    1. Ensures implementation of operational strategies focusing on achievement of the following results.
  • Ensures an efficient financial flow process and timely payments of the goods and services required by SRs for the implementation of the Programme activities
  • Prepare detailed budget information of the Global Fund approved components
  • Follow up on the budget execution of Principal Implementers (PIP), Sub-recipients (SRs), contractors and other implementing partners
  • Prepare monthly account reconciliation
  • Prepare budget revisions, as required and maintain updated the projects information in ATLAS
  • Support the design of a reporting system for internal and GF needs and prepare periodic reports as required
  • Support preparation of project financial reports in compliance with the Global Fund requirements and the periodic Disbursements Requests to be submitted to the Local Fund Agent/Global Fund for the replenishment of the PR account
  • Analyze and provide reasons for the budget variances between the actual and budgeted expenditures
  • Prepare for annual audits of PR and SRs (inclusive SSRs if any) as required by the GF and ensure that external auditors have all relevant information. Follow up on audit reports to ensure that recommendations in audit reports are implemented
  • Effect payments using ATLAS programme, ensuring accuracy of computation and completeness of supporting documentation and preparing for payments (check and bank transfer)
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed
  • Presentation of information on the status of financial resources as required
  • Responsible for maintenance of the proper filing system for finance records and documents of the sub receipts for which the position is assigned to.
    1. Ensures proper cash management system functioning focusing on achievement of the following results:
      • Timely and accurate preparation of cash reconciliations
  • Proper control of the supporting documents for payments, review of financial reports for the GF project.
    1. Supports knowledge building and knowledge sharing in the Country Office focusing on achievement of the following results:
    • Participation in the trainings for the finance officers at Co’PRs, Sub-recipients (SRs), contractors and other implementing partners
    • Contributions to knowledge networks and communities of practice
    • Any other task assigned by the Finance Specialist, Finance Analyst and Finance Associate.

Job Requirements

Min. Academic Education  

 •    Secondary education.
•    Bachelor’s degree in Accounting and Finance, Development and /or Business Administration.
•    Internationally recognized accounting certification will be a distinct advantage
Those with a professional accounting qualification certificate from an internationally recognized institute of accountancy will have a distinct advantage and those without will require the UNDP Accounting and Finance Test.
•    Considered candidates may be required to take the Advanced UNDP Accountancy and Finance Test.

Min. years of relevant Work experience    

•    Five years of experience in finance at the national or international level is required.
•    Alternatively, if in possession of bachelor’s degree, two years of relevant       experience would be required.

•    Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems is desirable.
•    Previous UN experience, and working knowledge of the UNDP Atlas
system.
•    Solid experience in working with a multi-cultured group of people and systems in high-pressure environments desirable.
•     Strong IT skills


Required Language(s) (at working level)  

 •    Fluency in English with written and verbal communication, is required
•    Fluency in Pashto and/or Dari is required
