Job Description

New way Social & Development Organization is a development, advocacy, and humanitarian organization established in 2011 and registered with the Ministry of Economy, Government of Afghanistan. Organization is based in Kabul, with programming hubs across the north and northeastern provinces of the country. Organization strives to empower the vulnerable and marginalized communities suffering from the impacts of war, natural calamities, poverty, and injustice. Additionally, Organization is also working on the idea of integrated development, which encompasses socio-economic, cultural and good governance. Community Empowerment is the core to Organization’s strategy to engage with grass-root groups and communities to address the root causes of poverty, inequalities and injustice.

 

Job Description:

Brief description,

The Finance and Accounting Manager is responsible for overseeing all financial activities; and for ensuring compliance with the New way Social and Development Organization accounting system, and reporting requirements as well as donor regulation. The Finance and Accounting Manager reports to the  Deputy Executive Director and should have close coordination with Internal Control Manager.

Key Responsibilities and task.

Finance and Accounting

  • Ensure accurate financial, contractual, and administrative reporting of the project compliance with donors’ rules and regulations, and terms and conditions.
  • Oversee day-to-day coordination of financial activities ensuring cost efficiency.
  • Managing the Organization’s financial accounts, payroll, budget, cash receipts and financial assets
  • Handling the Organization’s transactions and debts and doing cash flow forecasting
  • Preparing financial reports and presenting them to executives.
  • Guide project team members regarding the financial requirements of the project and office operations in compliance with donor agencies, and NSDO procedures and policies.
  • Lead the development, monitoring, and review of project budgets; review monthly financial analysis and budget vs. expense reports to determine the reasonableness of variances and take appropriate actions, as required.
  • Monitoring the Organization’s funds, and expenses
  • Facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits.
  • Developing, implementing, and maintaining accounting systems, policies, and procedures that comply with accounting standards and regulations.
  • Contribute to developing work plans and annual budgets for project activities and local office costs.
  • Ensure that donors' resources are appropriately directed to project priorities and align with the project work plan.
  • Provide financial reports, including pipeline analysis, and quarterly project reports, as requested by the donor.
  • Ability to direct and supervise staff and work in a team environment.
  • Knowledge of accounting principles, practices, standards, laws and regulations
  • High attention to detail and accuracy
  • Ability to manipulate large amounts of data and produce accurate and timely reports.
  • Strong communication, analytical, problem-solving, and decision-making skills
  • Having advanced and strong knowledge and skills of bookkeeping systems (Quick-Book).
  • And other duties assigned by the Executive Director.

Reporting & Audits

  • Ensures timely submission of monthly reports (5th of each month or earlier).
  • Coordinates the compiling of periodic and monthly financial reports and statements.
  • Prepares budget revision in close coordination with provincial managers as necessary.
  • Ensures financial records and backup documentation are ready for internal and external audits.
  • Works closely with internal and external audit committees.

Budgeting

  • Assists in the preparation and monitoring of budgets and associated reports to donors.
  • Assists in the review and revision of the budget with donors and controls actual expenses vs budget.

 

Other Support Services

  • Provides support to the Head of Operations in all finance-related matters.
  • Develop and update local forms and reports based on local requirements and needs.
  • Demonstrates knowledge of emergencies and reacts appropriately.

Job Requirements

  • Bachelor's/Master's degree in Business Administration or related field.
  • ACCA certification is an asset.
  • 3 years of related work experiences with master`s degree and 5 years of related work experiences with Bachelore degree.
  • Best oral and written communication skills in local languages and English if possible
  • Compliance and adherence to all the organizational rules and regulations including anti-harassment policy
  • Be morally and disciplinary fit for the job.
  • Be able to work under pressure
