About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

Under the supervision of the WASH Project Officer, the Field Officers is responsible for frequent travel to all field locations to build the capacities of CRS’ WASH teams and raise community awareness related to sanitation and hygiene promotion approaches, as well as new/improved sanitation and hygiene practices. The Field Officers will also work closely with communities to identify needs and preferences, engage them throughout project activities, monitor project activities, and support efforts to scale and replicate key behaviors. The Field Officer will need to work closely with external and internal stakeholders including local government departments, communities, CRS Head of Programs, Program Managers, Senior Project Officers, Project Officers and Field Officers to bring about holistic impacts and behavior change in water, sanitation, and hygiene (WASH) sector.

Roles and Key Responsibilities: 

  • Play a key role as community focal points for the implementation of WASH activities.
  • Support assessments by working with communities to ensure that their needs and preferences are reflected in project activities and decision making (e.g. specific topics for trainings; preferences about water supply structures; etc.)
  • Mobilize community members to actively participate in hygiene and sanitation promotion activities.
  • Implement field-based sanitation and hygiene activities in all field locations.
  • Conduct effective trainings using CRS’ training manual and social behavior change information, education and communication (IEC) materials to change community behavior related to water use and management, hygiene and sanitation. Distribute IEC materials in the target areas.
  • Conduct follow-up visits to monitor the desired behavior changes related to water use and management, hygiene and sanitation. Share new lessons learned related to improved water use and management, sanitation and hygiene practices.
  • Work closely with WASH engineers, Senior Project Officers, Project Officers, Field Officers, and Technical Advisors for the establishment of new approaches and practices in sanitation and hygiene sectors.
  • Assist coordination efforts with pertinent government and non- government agencies and attend related meetings as requested at the district and community level
  • Assist in compiling data from households, villages and districts as requested
  • Build the technical capacity of WASH team in integrating water, sanitation, and hygiene to bring the overall impact of the projects.
  • Carry out any other assignment as advised by the supervisor

Job Requirements

  • Bachelor’s degree in public health, community development, or related fields
  • Minimum two years relevant experience with national or international NGOs in Afghanistan, ideally working on SBC activities.
  • Knowledge of appropriate water, sanitation and hygiene promotion experience in compliant with cultures and norms for Afghanistan
  • Ability to work independently and within a team of national and international staff
  • Excellent communication skills and good judgment with regards to problem solving
  • Good attitude and willingness to always learn

Required Languages – Fluent in Dari. Working knowledge of Pashto and English a plus

Travel - willingness to travel to all field locations of remote communities in Bamiyan province; occasional travel to other provinces may be required.

  • Ability to conduct health, hygiene, and sanitation related trainings independently at the community level
  • Microsoft office 365 basic knowledge (Outlook 2016, Excel Online, Word Online, Microsoft Teams)
  • Microsoft SharePoint online usage and experience
  • Microsoft OneDrive usage or any other similar cloud base technology usage experience
  • Basic knowledge on understanding the internet security and data privacy (phishing, Spam, Malware, Virus, Content Filtering)
  • Understanding of basics on Intranet usage and protocols

Preferred Qualifications

  • Experience in community-led total sanitation (CLTS), participatory sanitation and hygiene transformation (PHAST), or similar program is favorable. Preferable to have a certificate in participatory sanitation and hygiene transformation (PHAST) approach.
  • Experience in working with community and institutions (schools & health facilities)
  • Familiarity with cultures of different Afghan communities
  • Strong interpersonal communication skills
  • Strong skills facilitation/training skills, training skills conveying sanitation and hygiene messages a plus.
  • Basic information regarding Afghanistan public health system
