About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

CRS is seeking qualified Master Trainers to work in Herat is to improve the knowledge and skills of community-based teachers in Herat Province.  The Master Trainer will work to improve the quality of community-based education by both providing trainings in teaching methods as per the CRS education program, and by providing in-classroom support to teachers and facilitating opportunities for professional development.

Roles and Key Responsibilities: 

Support to Project Implementation

  • Provide technical trainings to community-based and education in emergencies teachers
  • Work with Education TA to tailor and adapt technical training and determine refresher training needs
  • Provide regular technical in-classroom support to community-based teachers and education in emergencies through observation, teaching assessments, and feedback.
  • Conduct Teacher Competency Assessment twice per year and share results with Education TA and Education PMs
  • Work with teachers to identify their own professional development needs and goals and communicate to Education TA, SPO and Education PM
  • Establish and Lead Teacher Learning Circles
  • Ensure teachers are aware of library resources and support communities to manage libraries ( as applicable)
  • Work in coordination with other Education colleagues to promote successful handover of community-based classes and education in emergencies classes to the MoE by supporting the relationship between community-based teachers, school shuras, hub schools, and DED
  • In coordination with Education TA and Master Trainers in other CRS provinces and CRS Education team leadership, develop ways to introduce new education methods at the community-classroom level
  • Work with MEAL Officer to promote and model correct use of monitoring and evaluation forms and participate in accountability and learning activities.
  • Participate and assist in coordination of assessments
  • Provide regular updated to PM, SPO and MEAL Officer on issues, successes and challenges and work with colleagues to create action plans and provide necessary follow-up
  • Coordinate with Safeguarding Officer to ensure teacher understand and adhere to CRS safeguarding policy and teacher code of conduct. Remind teachers of reporting mechanisms.
  • Prepare necessary administrative and financial requests and liquidations (field trip requests, vehicle requests, activity budgets, advance requests, etc.)

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Collect project monitoring data
  • Utilize multiple methods to collect quantitative and qualitative data
  • Participate in project learning and reflection events

Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other CRS colleagues
 

Job Requirements

  • Afghan National with a University Degree in Education or equivalent experience
  • Minimum 4 years’ experience working in education with INGO/NGO. Teacher training experience preferred, particularly in Pashto Language, teaching methodologies and curriculum development.

Supervisory Responsibilities: N/A 

Key Working Relationships:  

Internal: Herat Education Technical Associate, CBE Project Manager, Herat EiE SPO, Herat Program Manager,  MEAL Officer, Herat Head of Office (HoO), and Technical Advisors (TAs)

External: Project Participants, Community Leaders and other Community Members, Government Agencies, and other NGOs

Required Languages – Fluent in Pashto - Spoken and Written; Fluent in Dare- Spoken and Written plus basic English.

Travel – The position will be based in Herat with frequent travel to target communities particularly Guzara, Enjil, Adraskan, Shindand and Karukh

Knowledge, Skills and Abilities  

  • Ability of speaking, reading and writing in Pashto Language is a must.
  • Proactive, results-oriented and service-oriented
  • Ability to form strong relationships with teachers, students and government representatives
  • Ability to work both independently and within a team of national and international staff
  • Positive attitude, patience and a willingness to always learn
  • Familiarity with local communities and cultures
  • Willingness to travel to remote locations and sometimes stay overnight in sub offices. Ability to ride a motorbike is preferred.
  • Excellent communication skills and good judgment with regards to problem solving
  • Basic computer skills in Word and Excel
  • Proven skills in teacher training, facilitation and coaching, needs assessments, and monitoring and evaluation practices 
  • Strong familiarity with the education system in Afghanistan

Preferred Qualifications:

  • Strong familiarity with the education system in Afghanistan
  • Experience working in rural communities preferred
  • Experience monitoring projects and collecting relevant data.
