Job Description

I-GENERAL Responsibilities:

The overall scope of work for Field Monitor/IMNCI In-charge is planning, implementing, following up, and evaluation of IMNCI activities of BPHS project in Logar province in line with the BPHS standards and work plan of project.

The project Field Monitor/IMNCI in-charge is responsible for accurate, consistent, and reliable recording and reporting system in the relevant HFs. S/He will monitor the HFs during the month to:

  1. Take a sample of patients from the registers for each 11 main indicators and check them in the village to verify that the patient received the services, is satisfied from the services, and there is no user fee in the HFs. The sample for each indicator should not be less than 3 patients.
  2. At the end of the month, s/he will check all the registers with the MAIR of the HFs and ensure that they match with each other and there is no any discrepancy between registers and the MAIR.
  3. During the month, s/he will conduct CAF prepared checklist in the HF and submit the filled checklist to the management of sub office for follow up.
  4. In addition to the above mentioned tasks, s/he will monitor/supervise the HFs and perform other tasks as per his monthly action plan, job description and direction of his/her line manager.

A. Human Resource Management

  1. Support the project management in adopting innovative approaches for staff, particularly female, recruitment, and retention.
  2. Support the project manager to conduct regular performance appraisal of project team.

B. IMNCI and Nutrition Responsibility

  1. Support the Health Facilities and Health Posts in proper application of IMNCI package.
  2. Providing the IMNCI recording forms, registration books, chart booklets, posters and informative charts to all health facilities.
  3. Facilitating community IMNCI through CBHC program.
  4. Supporting the HFs and HPs in application of Public Nutrition components of BPHS.
  5. Build the capacity of Project Staff on Child Health and Public Nutrition component of BPHS.
  6. Perform other project/program related tasks than listed here when needed or assigned by line manager
  7. Support the project team and ensure the Child Health and Public Nutrition components of BPHS are properly implemented in all HFs and HPs according to BPHS Guideline.

C. Quality of BPHS Services including Infection preventions and waste management system: The Capacity Building Officer is expected to participate in application of quality assurance (QA) throughout the cycle from planning, and implementation to evaluation at the provincial level.

D. Medical:

To make sure that the medical care is delivered with the acceptable quality

      • The attitude toward patients is improved
      • The medical rule are respected during the service to population
      • The diagnosis is justified, right treatment is used and IMNCI protocols are implemented
      • The drugs are rationally used
      • The right classification of patents is done
      • The universal precaution is respected

E. Supervision and Monitoring:

  1. Support the project management team in adopting a supportive supervision approach in BPHS facilities.
  2. Monitoring the quality of supervision and monitoring of health facilities by project team.
  3. Conducting monitoring of health facilities together with the project team on randomly basis.
  4. Follow up of monitoring of action plan of external monitors including the PHD and MoPH.
  5. Leading the field data collection in household survey.

F. Recording and Reporting: Ensure all the activities under this scope of work mentioned under A to D are properly documented, being available data are used for further improvement of BPHS services and management. Furthermore, support the project manager and ensure the following reports are submitted timely:

  1. Prepare monthly and quarterly IMNCI reports.
  2. Ensure enough IMNCI formats at the health facility.
  3. Support the project manager and technical manager in developing Monthly Update briefing:
  4. Support the project manager and technical manager quarterly: Technical report of project based on MoPH standard format.

Job Requirements

QUALIFICATION AND REQIREMENTS:

  • Medical Doctor (MD) is must
  • Fluent in English and local languages.
  • Good communication and presentation skill.
  • Having proper leadership skills
  • Familiarity with Logar Province.
  • Travel to the different districts of Logar Province is must

WORK EXPERIENCE:

  • 3 years’ experience to the relevant position.               

SKILLS:

  • Excellent interpersonal skills
  • Proactive approach to solving issues.
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure
  • Ability to work on Microsoft Office, Excel, World, PowerPoint
