Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

1 Female & 1 male with Medical background, 2 male with Agriculture and Civil Engineering qualification

Under the direct supervision of the Team Leader and the general guidance of the Cluster Coordinator, the field monitor has the following duties and responsibilities:

  • Conduct gender responsive assessments including pre-project assessments and emergency needs assessment of populations affected by natural disasters or conflict (internally displaced populations) and engage communities including women.
  • Conduct beneficiary verifications of different programme activities i.e. emergency response, seasonal support, vocational skills training etc.
  • Conduct and coordinate activity / progress monitoring, distribution monitoring as well as post distribution monitoring for both food and cash-based transfers of all WFP project activities, in close collaboration with the WFP Field Office and stakeholders i.e. CPs, FSPs, government authorities, communities, etc. and come up with timely and quality monitoring checklists submitted in KOBO and MODA (WFP Corporate Data Collection Tool).
  • Collect data for programme support including but not limited to food security assessments, market food prices, gender, Protection and Accountability to Affected Populations, nutrition surveys etc.
  • Follow up the issues identified during the previous monitoring or site visit(s) that required follow up and further actions and make sure that they are taken up with the relevant stakeholder i.e. CP, FSP, etc. and make sure that they are settled and resolved before becoming a bottleneck to the project.
  • Under the general guidance of the Head of the Field Office and VAME focal point at the Field Office, liaise with local authorities and communities on behalf of WFP on matters pertaining to WFP food assistance programs and represent WFP in all provincial meetings which WFP staff cannot attend.
  • As requested by WFP and under the guidance of the Head of the Field Office, VAME focal point and Compliance team, conduct verification of compliance cases such as: food/cash diversions, misuse of WFP resources, etc. and follow up of Hotline cases and come up with timely and realistic reports.
  • Visit Cooperating Partners’ storage facilities and distribution points (hospitals, schools, etc.) and inspect these sites according to WFP’s food management standards. Technical advice on warehousing and food management should be provided to the stakeholders to build their capacity on proper food management.
  • Assist the WFP field offices and cooperating partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities.
  • Identify relevant issues in the field and report them to his/her direct supervisor(s), VAME focal point and relevant SO mangers at the field office.
  • Oversee the process of SCOPE (WFP Corporate Beneficiary Registration Platform) registrations and transfer management and support CPs when required.
  • Perform other related activities as required  and requested.
 

Job Requirements

Education:

  • University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
  • Experience:
  • At least three years of progressively responsible experience, of which at least one year was closely related to programme functions.
  • Basic understanding of and ability to formulate activities at the community level, follow up on their implementation, monitoring and reporting.
  • Demonstrate ability to negotiate access at the community level and throughout the different provinces where support is required.
  • Awareness of gender issues and minimum knowledge of gender mainstreaming techniques.
  • Ability to speak fluently in Afghanistan’s local languages i.e. Pashto and Dari. 
  • Ability to communicate (written and verbal) in English.
  • Ability to collect data and prepare clear and concise narrative reports in English.
  • Ability to travel extensively in the relevant region, with strong contact networks focused on difficult-to-reach areas.
