About Jhpiego

The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Job Description

Main responsibilities:
 In coordination with DCOP to ensure implementation of project activities are in line with the
approved workplan.
 Regular visits to target cities to assist the city managers in operationalization of UHI work plan.
 Work closely with the assigned city managers to ensure project implementation.
 Close follow with city managers to ensure the field operation is in line with the national strategies and
guidelines in the targeted cities.
 Direct supervision of city managers to perform their assigned tasks.
 Ensure the establishment and implementation of participatory, data-powered, adaptive management
and coordination mechanisms at the city level.
 Guide the city managers to manage services effectively and efficiently.
 Provide continuous technical support/guidance to city teams to ensure the activities are implemented
successfully in the city aligned to the project vision.
 Assist the city managers to work with the respective PPHDs in the priority nahias to develop
networks of care, linking different facility levels and types
 Continuous supportive supervision visits to assigned cities and Nahias ensuring the teams are
working in harmony and in close coordination.
 Ensure transparency and accountability in the assigned cities.
 Comply with Jhpiego and JHU operational policies and regulations
 Participate in the Provincial Public Health Coordination Committee meetings and other provincial
events.
 Perform the review of financial documents, timesheets, leave request and other docs for the assigned
cities.

Support the city managers developing the monthly/ quarterly/semiannual and annual reports,
presentations, and project success stories.
 Support the city managers ensuring the necessary program planning, development and
implementation.
 Active participation in the annual project planning
 Coordinate with technical team to support the assigned city manager/s to identify workshops,
trainings and other events at the city level based on the work plan
 Work with the city managers and team to identify the challenges, discuss them with the DCoP and
technical teams and support city manager/s to properly address them.
 Comply with Jhpiego and JHU operational policies and regulations
 Any other task assigned by the supervisor

Job Requirements

Required Qualifications
 MD (Degree in public health would an advantage)
 7 years of experience in health program management and health program implementation
 Similar experience supporting the provincial teams
 Experience in BPHS/EPHS with International/National NGOs
 Strong skills in program monitoring, supervision and evaluation
 Comprehensive understanding of Afghanistan health priorities and players
 Excellent verbal, written and presentation skills
 Experience working with Microsoft Office software
 Excellent interpersonal and communication skills
 Fluency in English, Dari and Pashto
 Ability and Willingness to travel extensively in Afghanistan (50%)
 Preferable experience working with international donor agencies
Abilities/Skills:
 Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to
perform
 Demonstrated skills in program implementation
 Ability to negotiate and solve conflicts
 Ability to identify solutions for complex problems
 Strong ability to adapt a very demanding, challenging and changing situations
 Strong skills in facilitation, team building and coordination
 Ability to manage and facilitate trainings.
 Experience in public speaking and professional presentations
