About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

Job Description:

Responsible for a wide range and variety of engineering activities including feasibility studies of the cash for work project and small construction works of project at site level within established scope:

  • To perform regular site inspection and supervision of the cash for work project activities within the district level
  • To perform feasibility assessment survey if required in the proposed locations and suggest proper cash for work intervention on the site level.
  • To prepare general site sketches through assessment survey and collect quality photos of the selected locations for further desk review.
  • To collect the geotechnical data and do assessment of the project prior to its design.
  • To collect hydrological data (water discharge, water table, annual flood reports of river, and channel flow) and other required data as directed by design engineer for designing the required structure.
  • To estimate quantities and cost of materials, equipment, or laborers to determine project feasibility as per the project scope.
  • To carry out site assessment of the area prior to commencement of small construction works and ensure availability of quality construction materials.
  • Prepare plans and schedule for projects delivery and regular analysis of all schedule trends.
  • To estimate the day-to-day requirement of construction materials, tools and equipment at site and issue requests to concerned personnel to deliver material to site on time.
  • To keep of Record laborers (skilled and unskilled) and all material delivered/ used in site on daily, weekly and monthly basis.
  • Quality control of material and workmanship to ensure the work is according to design, specifications and within the planned timeline.
  • To perform setting out the design layout, stake out, establish reference points, grades, and elevations to guide the small construction works.
  • To liaise with government authorities, line departments, CDCs, and community elders at provincial level, propose alternative solutions for the problems that may arise during all the stages of the project.
  • In close coordination with the regional office, Project Suprevsior, Senior Engineer or program head.
  • Place and supervise skilled and unskilled labor, administer, and manage financial aspects of the project in the field.
  • To submit various reports, including daily reports/weekly/monthly and quarterly with pictures when needed and mandatory weekly progress reports from the field.
  • To oversee the project’s work progress.
  • Inform the Program Manager/director and supervisor on major issues affecting the project activities and provide recommendations to ensure optimal quality of all the project schedules.
  • Apply safety rules to prevent safety incidents at site and make sure the project is executed in environmental rules and regulations.
  • Support mechanisms to increase the community participation in a potential decision-making process regarding the project identification and planning in the target villages.
  • In collaboration with engineering and project team provide awareness and technical information regarding the potential project in the targeted areas.

Additional Duties;

  • Provide any other required technical assistance to the project team as requested.
  • Flexibility to move from one location to another as requested by the Programme Manager/Director.
  • Perform such other duties as may be assigned. Provide basic on the job training to skilled and unskilled laborers in the project site.
  • Facilitate and encourage participation of all community members during all stages of the project.

Skills:

  • Having Knowledge of using Survey Engineering tools such as Total station, level machine, GPS and few other popular tools
  • Having Knowledge of Planning and scheduling software’s such as MS project
  • Knowledge in MS Office, Auto Cad and other construction related software.
  • Must be willing to go earlier and work late hours in assigned areas.

Must be willing to work overtime if required including Saturdays

Job Requirements

Job Requirements:

  • University degree civil engineering, water (resource) management at a recognized University with B.Sc. degree or higher
  • At least 3-5 years of experience in the construction engineering including:
  • Prior Experience in cash for work and other small level construction work and monitoring.  Additional experience is a plus point on (stone masonry wall, protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway), and others.
  • Having experience in design and construction of water management small and large Structures is preferable.
  • Having experience in organizing and overseeing on site activities particularly in cash for work projects on field level.
