Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program.

 

AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 12 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation.

In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies:

  1. Connecting Farmers to Domestic Markets
  2. Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products
  3. Support for Remote Rural Areas

 

Activities include:

  • Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity.
  • Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots.
  • Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings.
  • Building the capacity of agribusinesses to maximize output and quality for domestic markets.
  • Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging.
  • Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products.

AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

 

Job Description

Position Summary:

The Environmental Specialist will support AMP’s Grant & Incentive Program by ensuring that Grantees and Incentive Awardees comply with AMP’s Environmental Mitigation & Monitoring Plan, individual Grant Environmental Review Reports and Environmental Guidelines for Incentive Awardees.

The Environmental Specialist will work with MEL team colleagues in each region who will undertake on-site visits and/or in person meetings with Grantees and Incentive Awardees.

S/he will be required to travel frequently throughout Afghanistan, to AMP’s 12 target provinces. S/he will report directly to the Senior Monitoring, Evaluation & Learning Specialist but will coordinate closely with personnel in the Grants Team.

 

Specific Tasks:

  1. Review and become familiar with:
    1. AMP Environmental Mitigation & Monitoring Plan
    2. Afghanistan PERSUAP
    3. Grant Environmental Review Reports
    4. Environmental Guidelines for Incentive Awardees
  2. Monitor Grantee compliance with the Environmental Review Report and environmental mitigation measures contained therein
  3. Monitor Incentive Awardee compliance with Environmental Guidelines for Incentive Awardees
  4. Engage regional MEL colleagues to undertake site visits and in person meetings with grantees and incentive awardees to observe environmental compliance with the ERR or Environmental Guidelines for Incentive Awardees
  5. Develop environmental mitigation and monitoring tools, and train and guide regional MEL team on collecting data.
  6. Develop and maintain accurate and up-to-date reporting on each Grant/Incentive Agreement, including use of photographs, and share with Senior Monitoring, Evaluation & Learning Specialist and Grants Team
  7. Highlight any concerns to the Senior Monitoring, Evaluation & Learning Specialist and Business Development Director
  8. Upload reports to Grant & Incentive Folders on One Drive
  9. Provide summary of environmental monitoring on a quarterly basis
  10. Any other tasks of a similar nature as requested by the AMP Senior Monitoring, Evaluation & Learning Specialist

Job Requirements

Education:

  1. Bachelor’s degree in a relevant field (environmental science, agriculture, engineering)

 

Knowledge & Experience:

  1. At least Five years of work experience working on a donor-funded program in the field of environmental monitoring and reporting
  2. Experience with USAID environmental monitoring and reporting, and familiarity with USAID environmental guidelines and resources, and Environmental Review Reports preferred
  3. Experience of undertaking environmental assessments preferred.

 

Skills & Competencies:

  1. Fluency in English, Dari and Pashto. Competency to write reports in English essential.
  2. Strong analytical and investigative skills.
  3. Attention to detail; ability to prepare accurate, well-formatted and professionally looking documents.
  4. Good interpersonal skills
  5. Computer literacy
  6. Ability to manage a large and complex workload, with limited supervision
  7. Motivation, flexibility, and capacity to work under pressure to short deadlines, and strong sense of personal initiative.
