SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Main Responsibilities:

  • To assist Employment Support Officer in distribution of incentive and wages to VT trainees and trainers
  • To assist the Employment Support Officer and senior supervisor CBR in the budget preparations.
  • To support / guide CBRW in collection loan instalment from loanee
  • To collect/compiled loan instalments form CBRWs on monthly basis and submit to finance in RMO
  • To assist Employment support officer in distribution of loan
  • To assist loanee in procurement of raw material 

Technical Responsibilities:

  • Follow up of revolving loan and vocational training activities, provide technical support to loan holders, VT trainers and the CBR workers.   
  • Collect the responsive data of loan and vocational training beneficiaries from field.
  • Collect technical reports from CBRW and VT trainers.
  • Conduct need assessment of Disability Programme Target /Operational areas and identify the venerable persons with disabilities to be targeted for participating in the skills training  for setting up  household level livelihood
  • Conduct the labour market surveys in each sector to identify the potential trades for trainings of the target group for the business development purpose.
  • With support of employment support officer coordinate with procurement team to provide/contract the venues for the group vocational trainings according to the SCA- Procurement rules and policies.
  • With support of employment support office, coordinate with procurement team to supply the VT materials & equipment to all the Vocational trainings points (GVTs)
  • Support M&E in the field during tracer study of the loan holders and VT graduates to realise the socio-economic changes in the Life’s of Person with disabilities.
  • Coordinate Business Development trainings for Vocational training graduates and as well as with beneficiaries received loan from SCA. .
  • Closely work with VT trainers to develop Vocational Training syllabus and Curriculum.
  • Follow up loan and Vocational Training activities and provide support to CBR workers.
  • Facilitate the establishment of Service/ Producers Group and develop
  • Strong linkages between the Producers groups  enterprises, and other resources that can support persons with disabilities to sell their products.
  • To conduct annual need assessments for various business-related trainings and submit to CBR Sr. Supervisor.
  • To support CBR Sr. Supervisor and Employment support Officer in the preparation of work plan, budget, and reports.
  • Implement the marketing training/market linkage manual
  • Report the bad loan cases to employment support officer or CBR Sr. Supervisor. Physically go to the field to verify loan defaulters through interview with their guarantors.
  • Participate in planning and budget development processes related to livelihoods/VT and Loan
  • Work with employment support officer to ensure that the Programme incorporates M&E results and lessons learnt from field operations to improve and develop programme implementation strategies, methodologies, and results
  • Support communication department in collecting good practices regarding vocational trainings, business development, and revolving
  • Support the Employment Support officer in review of tools to be used in VTs.
  • Introduce and orient the field staff “CBRW” and vocational trainers on the existed tools to be used during the vocational trainings….
  • Facilitate enterprises visits to the training centres and production centres and ensure that there is an effective exchange of knowledge and ensure that the enterprises are willing to hire and to work with the beneficiaries after the training period.
 

Job Requirements

Qualifications & Requirements:

  • Bachelor’s degree in Technical Vocational Education, Bachelor of Business Administration (BBA), Economics, or relevant field.
  • 2-3 years’ relevant experience, especially within NGO, UN agencies or similar organisation.
  • Experience of working in disability related program or with disability organization is an advantage
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Excellent Interpersonal and communication skills
  • Very good team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
