Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

Specific Tasks/Activities

  • Monitoring of targeted public schools and UNICEF-supported Community-based Education (CBE), Accelerated Learning Program (ALP), and Girls Access to Teachers Education (GATE) classes at provincial and district levels;
  • Checking whether the CBE/ALP classes are linked to nearby hub (formal) schools through regular monitoring, as determined by UNICEF Quality Assurance measures;
  • Monitoring and documenting the transition of CBE & ALP classes to hub schools;
  • Overseeing textbooks and Teaching Learning Materials (TLM) supply delivery to planned schools and their distribution to students by tracking supply delivery with school principals and shura and parents;
  • Conducting regular visits to textbooks warehouses at the PEDs and reporting the findings;
  • Monitoring teachers and students’ attendance in CBE & ALP classes;
  • Conducting area assessments to ensure that CBE and ALP classes are established in areas where children have no access to public schools while reporting issues to ZOs for necessary actions;
  • Assuring that School Management Shuras (SMS) have been established and are functioning;
  • Performing skill needs assessment of PED academic supervision staff (when needed) and organizing required capacity development training (e.g., planning, data collection, data analysis, and monitoring/supervision and reporting);
  • Monitoring UNICEF-funded school rehabilitation under SIP/Schools-reopening to ensure relevant IP is performing the activities as per agreed activities in the HPD;
  • Monitoring of GATE program to ensure classes functionality, quality and attendance of students.
  • Producing regular field monitoring and performance reports and sharing them with relevant Zos, CTG;
  • Conducting field monitoring visits on Education in Emergency (EiE) programs/projects, as needed;
  • Monitoring teachers’ salary distribution and sharing the monthly update.
  • Conducting UNICEF education-related campaigns such as World Girls Child Day, etc.
  • Maintaining and updating CBE data (as per UNICEF template) on monthly basis;
  • Monitoring girls’ schools’ facilities (e.g., sanitation, safe drinking water, boundary walls) and sharing report findings; and
  • Performing any other duties assigned by UNICEF ZOs and ACO.

Deliverable(s)

  • Number of CBE, ALP and GATE classes monitored, and their functionality status reported
  • Number of students in CBE & ALP classes transitioned into hub-schools
  • % of TLM materials delivered to students
  • Number of disenfranchised communities affected by emergency assessed and reported,
  • Assessments conducted for newly establishing CBE and ALP classes,
  • % of functional school management Shuras monitored
  • Number of capacity development training conducted
  • Number of field monitoring visits – in emergency affected areas – conducted and reported for action,
  • monthly teachers’ salary distribution report
  • CBE data updated monthly 

Job Requirements

  • SF should preferably have a university degree and/or equivalent management experience.
  • At least 5 years’ experience in the field of planning monitoring and evaluation.
  • Have good communication skill.
  • Fluent in local language (Pashto), reading & writing skill in English.
  •  Have working knowledge of Microsoft Word, Excel, PowerPoint and also capable of data entry an running pre-defined reports in Microsoft Office
