People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

  1. Purpose of the Role

The purpose of the Education Field Officer role will be to work closely with the Project Manager, Project Officer and Community Mobilizers to support administration and delivery efforts towards achievement of the intended results of PINs AHF funded EIE intervention in Kabul, in line with the project workplan, proposal, AHF standards and PIN policies,  procedures and quality standards.   

  1. Responsibilities and Duties
  • Be responsible for field administration of project activities in communities that you are assigned to
  • Support the PM and Project Officer (PO) to communicate with hub-school Head Teachers, municipal authorities, community leaders and CDCs to secure acceptance and effective integration of project activities into local educational and community structures
  • Support the PM and PO in recruitment of Community Mobilizers and Learning Facilitators from within supported communities
  • Work with the PM, Project  Officer and Community Mobilizers to develop tailored, context appropriate learning materials, learning facilitator training programmes and materials, Shura learning materials and training programmes.
  • Contribute to timely reporting from the field ensuring quality, accuracy, and consistency with the project operating procedures and expected standards, being mindful of PINs Code of Conduct and Data Protection Policies. And ensuring collection of information is gathered in a transparent and respectful manner.
  • Monitor for shifts in attitudes towards EIE interventions within the communities being supported, and for emerging protection risks or actual protection issues.
  • Ensure communities are regularly informed about PINs Community Feedback and Response Mechanism, safeguarding and accountability messaging.
  • Be responsible for coordinating the Community Mobilizers in the designated community(ies) and ensure project management is notified of progress, challenges, risks and opportunities in good time.
  • Responsible for field administration of distributions, field oversight of temporary learning spaces establishment and their maintenance over the life of the project, in line with PIN SOPs and escalating risks and issues to the PM and/or PO in good time.
  • Communicate distribution arrangements to project beneficiaries in good time, respectful and appropriately
  • Be responsible for checking the quality of items to be distributed to make sure they are in line with the approved standard before they are distributed, raising any issues with the PM immediately.
  • With direction of the PM, be responsible for working with Community Mobilizers in designated communities0 to organize, deliver and administer Shura trainings and learning facilitator trainings.
  • Support the MEAL team in the monitoring visits, verification efforts and advocacy efforts to support accountability to supported persons
  • Conduct regular monitoring visits to (a) verify school/learning center level documentation (i.e. enrollment and attendance records, lesson plans etc.), (b) complete ad hoc classroom observations (completing relevant MEAL tools and writing up summary of findings/flagging any gaps, successes of areas of concern) and (c) complete school quality standards checklists (QSCs) to verify needs and quality of PIN’s service provision
  • Support teachers/facilitators to conduct learning outcome or wellbeing assessments, as necessary
  1. Other Duties  
  • Support the Programme Unit, logistics and finance to prepare items for distribution  
  • Support the Programme Unit  in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner   
  • On request of PIN participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support 
  • Provide real-time information on the field situation including but not limited to security, access, needs, health  
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately. 
  • Adhere to all project operating procedures 
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner 

Job Requirements

Person Specification – Required Qualifications, Skills and Experience

  • Bachelor’s degree in relevant subject; education, social studies, management  
  • Minimum 2 years demonstrated experience implementing EIE projects in Afghanistan, ideally Kabul
  • Applied knowledge of the Afghan education system and structures
  • Proven experience working with education institutions and/or stakeholders in Afghanistan
  • Demonstrated experience working closely with crisis affected communities in urban settings – host and IDP
  • Demonstrated experience in administering assessments, distributions, and monitoring of activities
  • Proven ability in producing status reports and collating data
  • Applied understanding and experience of child protection, girls access to education and protection mainstreaming in EIE and humanitarian programming
  • Demonstrated patience, enthusiasm and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems  
  • Computer skills (i.e. Microsoft word and excel) and ability to type in Pashto, Dari and English
  • Team player and willingness to learn
  • Fluency and professional proficiency in Pashto, Dari and English
