Job Description

ABOUT THE JOB

The overall purpose of the role: The CFW officer (Civil Engineer) will be based in Kandahar province and will be responsible to ensure the high-quality delivery of specialized project activities related to Community Infrastructure projects. Community infrastructure projects require technical inputs throughout the project life cycle, starting from the implantation of designed projects, project progress estimates and project labor, and Materials management according to project timeline and sites. Community infrastructure projects are implemented based on DRC SOPs on cash for work and community infrastructures and the exact deliverables will be set out in the DRC-donor project document. The objective of the Civil Engineer is to deliver high-quality technical output in line with technical standards and specifications, as outlined by government ministries and in alignment with internal operating procedures to achieve project objectives.

Responsibilities:

  • Understanding and carrying out all tasks given by the EcRec Engineer.
  • Collaborating with other engineers and workers to design, develop, test, and improve products and engineering processes.
  • Performing regular inspections of equipment and scheduling maintenance or repairs.
  • Inspecting inventory and reporting inconsistencies as well as ordering more materials.
  • Evaluating all products and processes and ensuring standardization of quality assurance measures.
  • Calibrating and troubleshooting equipment as required.
  • Ensuring high-quality and high-impact community infrastructure as part of the wider EcRec program in selected communities
  • Supervision of community infrastructure projects implementation with support of EcRec operational team
  • Implementation of an appropriate work plan for the implementation of community infrastructure projects, including division of responsibilities among operational and technical livelihoods team members
  • Monitoring of the progress of technical activities, including project quality
  • Responsible for data quality and verification of all technical data and appropriate storage and management of databases.
  • Ensuring community infrastructure projects are implemented in conformity to government specifications (including appropriate registration, timely reports and sign-off), donor requirements and internal DRC procedures
  • Recruitment/Selection, training, and management of Cash-for-Work beneficiaries of unskilled and skilled (supervisor/foreman) for community infrastructure projects with the support of EcRec team
  • Support EcRec operational team with community mobilization and engagement and organization of meetings for needs and problems of the community and solutions identification
  • Support EcRec operational team with other operational activities, for example, needs assessment in the area of operation and to the planning of new activities
  • Implement technical drawings and design in site according to the EcRec engineer instruction.
  • Prepare project progress reports on weekly and monthly basis.
  • Any other task assigned by line manager.
 

Job Requirements

ABOUT YOU

Experience and technical competencies:

  • 3 Years’ experience of infrastructure projects, preferably in (I)NGO or UN.
  • Experience with cash for work and EcRec activities.
  • Proven experience at implementation irrigation and DRR structure projects
  • Proven experience in technical assessments, development of technical reports and drawings.
  • Extensive community experience, in mobilization and engagements
  • Excellent report-writing skills
  • Excellent Communication skills
  • Excellent computer using skills, preferably including MS Project
  • Excellent Auto Cad using skills.
  • Designing of disaster risk reductions and irrigation structures, such as culvert, retaining wall, water channel and etc..
