About Community World Service Asia

Community World Service Asia is a regional non-governmental organization, which implements humanitarian and development activities in Asia. The Regional Representative heads the program in Asia. According to the strategic plan, the Head of communications requires A Communication & Data management Officer based in Kabul with frequent travel to field to assist in effectively providing visibility and promotion to all programs and projects.

Job Description

Implementation and Supervision:

  • Assist Project Manager (PM) in follow up and processing No objection certificate (NoC)/Memorandum of Understanding (MOU)/permission from relevant government departments as soon as a project is committed and the agreement is signed.
  • Assist PM in conducting detailed orientation on project goal, objectives, indicators and targets to relevant project team when required, to ensure the project team clearly understand and are able to achieve them.
  • Assist PM and team for developing proper and clear implementation plan of project in line with project proposal/contract. Assist in orientation of team to ensure their clarity on how the plan can be implemented. The plan should include deadlines with responsible person and/or departments and highlight related risks and its management.
  • Facilitate and support project team for timely implementation of the project activities according to plan, proposal and in line with the policy and procedures of CWSA, donor, relevant ministry and cluster. The project activities include but not limited community mobilization, hazard and DRR mapping through QGIS, DRR risk assessment, planning and conducting trainings and seminars, establishing and Strengthening community and school-based committees, developing DRR designing guideline, IEC material, advocacy and etc.

 

Coordination, meetings and Consultation:

  • Assist PM through actively and regularly participation and representing Community World Service Asia (CWSA) in relevant meetings, seminars and conferences that held online or require physical presence on district, provincial and central level in consultation with PM. And make best use of them for improving project/program planning, design, implementation, monitoring and its evaluation.
  • Support PM whenever required in coordinating with relevant agencies including but not limited to Governmental, Non-Governmental Organizations, UN agencies, line departments for whatever purpose that may benefit projects.
  • Directly communicate and/or get his/her supervisor advice for any support that may require from support deportments for staff capacity building on different aspects of project/program management, documentation of the program and etc.
  • Maintain good working relationships between staff, groups and teams including but not limited to: Projects Team, Finance team, Program Development Unite (PDU), MEAL OD team and Communications team in all locations.

 

Monitoring, and Evaluation:

  • Assist PM in developing overall project monitoring and evaluation plan and/or performance Measurement Framework (PMF) in consultation with MEAL, project team and use it as base for project monitoring.
  • Regularly share monitoring visits plans with clear goal and objectives prior to any monitoring visit and Conduct monitoring visits based on the agreed plan., share its findings and regular following up to ensure the required corrective actions have taken.
  • DRR officer is responsible to take proper and enough preparation including developing of required tools based on monitoring objectives and use them during monitoring visit.
  • Share findings, feedbacks and recommendations with the team for taking corrective action in a timely manner, regularly following up to the required correcting actions have taken and keep supervisor, and reverent department in loop through proper and will organized monitoring report.
  • DRR officer is responsible to regularly visit and monitor project’s activities in field within the given area. 

 

Need Assessment and Baseline Surveys:

  • Assist PM in developing a clear and well-organized plan together with team members for conducting any required and agreed need assessment and/or baseline surveys in consultation with MEAL, supervisor and ARD.
  • Assist PM in drafting comprehensive, well organized and clear tools together with team members based on the survey objectives/project’s LFA in consultation with MEAL team his/her supervisor and ARD.
  • Assist PM in supervise and facilitating team for conducting surveys in field level to ensure quality of collected information.
  • Ensure that the collected data through surveys are properly managed, entered, analyzed, compiled and presented in organized manner.

 

Reporting, documentation and Information Management:

  • Assist PM in drafting quality and well-organized reports (monthly, quarterly, semiannual, annual and final project narrative reports, need assessments, baselines and evaluation reports when required, based on agreed/donor reporting formats, in line with project agreement, plan and proposal.
  • Sharing the drafted reports with his/her supervisor or MEAL for review, feedbacks and comments for further improvement. Consider and incorporate the provided comments/feedbacks in report revision properly wherever relevant and also provide clear, logical and to the point justification to the comments and feedbacks to finalize the report.

 

Filling and Record keeping:

  • Assist PM for proper, well-organized and complete filling of the project documents and Information including but not limited to: reports, maps, staff and consultant’s contracts, project agreements, MoUs,ToRs, letters, important communications and emails in office and soft copies in his/her computer.
  • Assist PM and team to ensure that all the required records, documents and information including but not limited to assessments data, distribution list, and forms are properly maintained, updated and filled in a well-organized manner, aligned with ISO standards documentation requirements for internal and external audits.

 

Financial management, Procurement and Budgeting:

  • Assist PM for financial management of the project budget. S/he should follow financial and procurement policies/procedures of the organization for effective management of the budgets.
  • Assist in preparing procurement plan based on approved budget in Consultation with PM/ARD.
  • Plan and manage procurement and expenses in line with the approved budget.
  • Ensure coordination and prior approval for major Project related expense/budget. Ensure all financial policies and procedures.

 

Expansion, networking and visibility:

  • Read though guidelines and formats provided by donor/PDU for developing expression of interest (EOI), concept notes or proposal to understand them well to be able use/follow them to assist PM in drafting well organized EOI, concept note and/proposal that include all required information from primary and secondary data sources with references.
  • Assist PM in responding/incorporating comments and feedbacks provided by ARD, donor and/or his/her supervisor after review of EOI, concept note or proposal.
  • Create develop innovative, sustainable and cost-effective ideas for planning and designing new projects.

 

Team Building:

  • Assist PM in enhance project team ability in required technical areas, better management and implementation of the project including supervision, M&E, data collection, assessment/surveys, Mapping, QGIS, communication, information management, presentation, reporting, organization policy, procedures and etc.) Through workshops, trainings/coaching and on the job trainings.
  • Assist PM for training needs assessment of the project team and developing comprehensive staff training plan.
  • Support promoting an attitude of team spirit, building their trust for their better and effective performance.
  • Maintain positive relationship with team, build trust and strong team work idea among team members.

The duties listed above covers most of the tasks and responsibilities that would be performed by the individual in this position; however, the DRR officer can also be assigned any other official task by Management as and when required. 

 

Job Requirements

For the position of DRR officer, Bachelor's degree in Engineering, Construction, DRR majors with proficient knowledge of QGIS or any other similar background, from a recognized university.

3 years of experience is considered necessary.
