People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

Under the overall supervision of the Logistics Assistant, Kabul is responsible for the effective delivery of transportation support to PIN Office in Kabul (and other field offices in the operations area of PIN office in Kabul) to achieve timely and quality service to programs and operations departments. The key results have an impact on the overall mission efficiency and success in the implementation of programs.

 

  1. GENERALRAL RULES

 

    1. The driver must be familiar with:

 

  1. Laws (legislation) of Afghanistan in the area of transportation services provision.
  2. PIN Afghanistan internal regulations for provision of transportation services, health and safety work regulations, fire safety regulations, etc.
  3. Afghanistan traffic regulations, penalties for various traffic violations.
  4. Road maps of the region of transportation services provision.

 

    1. The driver is obliged to know:

 

  1. Comprehensive knowledge of the vehicle and operating principles;
  2. Equipment of the vehicle, its technical specifications, devices, mechanisms and units, as well as their function and operation;
  3. Ways and methods of identifying faults and how to remedy them using improvised means;
  4. Consequences of various faults and malfunctions of the engine and other vehicle systems;
  5. The standards for the maintenance of motor vehicles, including washing, cleaning the body and interior, garage maintenance, etc.

 

 

  1. MAIN RESPOSIBILITIES

 

  1. Carries out transportation services to PIN Afghanistan employees, official guests and donors representatives operating PIN Afghanistan own vehicles or leased.
  2. Obey and follow all traffic rules, always using seat safety belts, checking if all passengers are using safety seat belts during the moving.
  3. Corrects the route of movement in accordance with the state of road or road coverage.
  4. Provides safety way of driving of passengers.
  5. Never carries out transportation of persons of non-PIN, also never transport the goods / materials or objects not belonging to PIN Afghanistan.
  6. Bears responsibility for making decision in relation to safety transportation.
  7. Provides transportation to number amounts people, that can be officially transported in a certain vehicle according to its type, specification etc.
  8. Keeps vehicle`s logbook in the actual state, writes down every trip, every fuel refill, and also changes
  9. Driver grounds the consumption of fuel, using fuel economy mode of driving, bears responsibility for regular change of oil, oil & other filters in accordance with vehicle manufacture company recommendations.
  10. The driver bears responsibility for regular maintenance of the appointed vehicle.
  11. The driver bears responsibility for immediate report to Logistics Officer / Assistant about any serious defects of the vehicle.
  12. The driver bears responsibility for minimization of transport charges, consumption and service
  13. Regular technical service without charges is performed by the driver, any additional charges on a vehicle (acquisition of repair parts, technical service by a mechanic etc.) must be approved by Logistics Manager.
  14. Conduct daily and a weekly check of the vehicle, make a weekly inventory of equipment in the vehicle
  15. Verification of the proper use of equipment and, in particular, observance of any requirements in relation to safety.
  16. Immediately inform Logistics Officer / Assistant on necessary services of the vehicle with temporary not usage of vehicle.
  17. Carries out washing of vehicle from (internal, external and engine) or controls quality of washing services.
  18. Immediately informs Logistics Officer / Assistant in case of problem of medical character.
  19. Immediately informs Security Coordinator, Logistics Officer / Assistant about all incidents.
  20. Never uses / operates the vehicle which he needs repair, informing Logistics Officer / Assistant.
  21. Transmits proper vehicle handover (at the beginning and at the end of work) of vehicle, if further the vehicle will be used by other employee of PIN Afghanistan (in cases of changing the drivers of PIN Afghanistan or usage by PIN Afghanistan international staff for private purposes).
  22. At the end of every working day the vehicle must have at least a half of fuel tank filled.
  23. At the end of day the vehicle must be parked on parking yard (lot) of PIN Afghanistan offices locations. The keys and vehicles documents with logbook are transferred to Logistics Officer / Assistant. 
  24. The driver bears responsibility for presence of all vehicle related documents in the vehicle.
  25. Driving license must be constantly with the driver.
  26. In city driving the driver holds doors blocked. Outside a city, especially during movement quicker than 50 km/h, a driver holds doors deblocked.
  27. The driver always asks that passengers have all obligatory documents, necessary for a trip (passport, PIN ID card, authorisation letter etc.).
  28.  Operating the vehicle under any influence of alcohol, drugs, medicines which decrease the ability of driving is severely forbidden and will result in immediate dismissal from PIN Afghanistan.
 

Job Requirements

REQUIRED COMPETENCIES

 

  1. School or Bachelor’s degree.
  2. Demonstrated work experience in provision of transportation services.
  3. Valid driving license, minimum category B.
  4. Ability to drive 4x4 vehicles.
  5. Ability to drive vehicles with manual transmission.
  6. Determination and commitment to abide by the PIN values, Code of Conduct, basic humanitarian principles, rules and policies.
  7. Excellent interpersonal skills, an outgoing personality and a team player with demonstrated ability to develop and maintain relationships in a diverse multi-cultural setting.
  8. Good communication skills.
  9. High degree of emotional intelligence, self-awareness, ability to create enabling environment for open communication, ability to project a positive, professional, and customer-responsive image.
  10. Open to criticism, handle negative feedback with maturity, take the opportunity to learn from own or organizational mishaps. Remain calm and collected in stressful situations.
  11. Sets challenging outputs, self-motivated, can work under minimum supervision.
  12. Strong organizational and record keeping skills.
  13. High degree of accountability, ethics, integrity, and professional responsibility.
  14. Basic English is required.
