About CRS

CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in of all these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to:

  • Support people, especially girls and women from marginalized communities, gain basic education
  • Support poor rural and peri-urban households to have increased livelihood security
  • Support vulnerable communities to survive shocks without long-term negative impacts on their livelihoods.
  • Support the Water, Sanitation, and Hygiene (WASH) needs of vulnerable households through community-driven construction and rehabilitation projects and hygiene promotion.

CRS launched a high-profile, multi-sectoral livelihoods and WASH early recovery response in July 2021 that will help households meet immediate needs following the recent drought through food security interventions and water source rehabilitation and development.  Additionally, the project will focus on building the capacity and long-term livelihood resilience of participants through training events on simple, low-cost, low-risk, agriculture practices that are proven to yield quick and positive results in a single growing season.  Lastly, the early recovery response features a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The WASH response will support communities through participatory approaches to implement small and community-driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Project Officer (PO) with a project management background, preferably experienced in managing agriculture or WASH projects in the Central Highlands. The PO will be responsible to lead the day-to-day implementation of multiple projects in Ghor Province. 

Job Description

The Diversified Livelihoods Technical Advisor I will provide technical advice and support for assessment-informed program design, implementation, and learning to support off- and non-farm livelihoods programming components in line with CRS’ program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable.

The Technical Advisor’s role will include liaising with regional technical staff and CP teams to develop STAR-specific and CP-wide strategies; standards; approaches; and practical planning, implementation and learning tools to support vulnerable communities in Afghanistan, particularly refugee and displaced persons and host communities in peri-urban and urban areas. The Technical Advisor will support the Head and Deputy Head of Programs, Livelihoods Program Managers, and Chiefs of Party in representing the organization in various platforms and coordination mechanisms.

Roles and Key Responsibilities:

  • Support the development of STAR-specific and CP-wide strategies, standards, tools and best practices in off- and non-farm livelihood programming components to increase resilience.
  • Ensure livelihoods components effectively engage communities, partners, donors, and government authorities. Help ensure a cross-sectoral approach integrating age and gender, protection mainstreaming, systems thinking, and disaster risk reduction.
  • Provide technical support to identify feasible, impactful solutions with the STAR MRF and other livelihoods teams, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools and monitoring and evaluation, helping to ensure high-quality implementation. Support development of other relevant programming approaches to support increased resilience of returnee, displaced, and host community populations in peri-urban and urban centers.
  • Work with CRS technical advisors, program managers, small- and medium-sized enterprises (SMEs), service providers, and entrepreneurs to adapt existing capacity building resources to target beneficiaries to build their capacities and knowledge, based on demand-driven income generation opportunities and business needs and requirements.
  • As appropriate, develop standard operating procedures for transparent targeting and selection, capacity building, coaching and small grant mechanisms, including grant approval and administration processes.
  • Collaborate with project teams to support capacity strengthening initiatives in alternative livelihood programming for CRS and partner staff by helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
  • Support robust monitoring, evaluation and learning systems. Contribute to the development of key tools for data collection purposes, including surveys, questionnaires, and other relevant instruments, particularly for economic and value chains analyses. Support planning, collection, and analysis of program data.
  • Facilitate workshops to interpret data findings, engaging stakeholders to understand the implications for program improvement and decision-making. Capture and share lessons learned and best practices for specific projects to facilitate decision-making and contribute to technical adjustments, the livelihood learning agenda, and adaptive management.
  • Contribute to maintaining relationships with donors, peer organizations, research, and other institutions; participate in forums in the area of off- and non-farm livelihoods to collect and share best practices, increase understanding of the counterparts’ work, identify opportunities for collaboration, and promote CRS’ work.
  • Contribute to the development of the technical design for proposals.  Support the process of needs and livelihoods capacity assessments as well as the preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities, and technical requirements into CRS’ approach.

Job Requirements

  • Master’s degree in economics, Business Management, Marketing, Development Studies, or field(s) related to off- and non-farm livelihoods required.
  • Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in off- and non-farm livelihoods.
  • Knowledge of technical principles and concepts in off- and non-farm livelihoods and SME development. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Demonstrated ability to provide appropriate technical support to implementing teams.
  • Experience in project design and proposal development. Experience in writing content for proposals.
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysis.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems.

Key Working Relationships:  

Internal: Chief of Party, STAR; Head of Programs; Deputy Head of Programs; Country Representative; MEAL staff; Livelihoods Program Managers; Livelihoods Senior Project Officers; Livelihoods Project Officers; Livelihoods Field Agents/Officers.

External: Project partners; other operational partners and colleague organizations; local government; UN agencies and relevant sector leads.

Required Languages – Fluency in English, Dari, and Pashto required.

Travel – The position can be based in Herat, with 50% travel to project sites across the country, as well as regional and international travel for training and workshops, as needed.
