Community Action for Healing Poverty Organization (CAHPO) is Afghanistan-based NGO (www.chapo.com ) has been established in 2013 by a group of expertise in support of professional advisers and volunteers in response to the needs. was that people affected by different means of violence should be involved in decision-making for positive change in the development process of the country. 

CAHPO is a member of different coordination bodies E.g ACBAR where we share our programs with other NGOs and partners.  CAHPO is an active partner of UN OCHA, AHF, and FAO.

Job Description

The District Officer will be responsible for overall supervision and direction in order to achieve the expected results of the outputs as per the FAO requirement and CAHPO standards. These activities include mentioned above and specific activities stipulated in the work plan, submitting reports, and formulating training materials for community meetings and workshops. In addition, the District Officer is responsible for ensuring a quality-driven, flexible, and expedited workflow in all aspects of the project. In collaboration with the Project Deputy Coordinator, and as the field representative of CAHPO to donors. The District Officer will need to ensure timely reporting and make sure that the objectives of the project are met. The District Officer has to make sure that all activities of the projects are carried out with quality, expectation and satisfaction of FAO within the timeframe and resources allocated. To manage all operations related to the FAO project in the Districts of Helmand (Nawzad, Musa Qala, Kajaki and Reg-e-Khanshin) to the work plan, project document and implementation strategy. Troubleshoot, as needed, to prevent disruptions in daily program activities Liaise with higher management of CAHPO, as necessary. Coordinate and share information with the Program unit of CAHPO to ensure overall projects targets and donor obligations are being achieved. Troubleshoot on reporting and programmatic needs. Design and conduct training in any areas related to the project activities for staff, supervise other trainings, to project beneficiaries. Prepare weekly, monthly, quarterly and annual reports of the project. Pay regular field visits to oversee the projects implementation on regular basis in Helmand (Nawzad, Musa Qala, Kajaki and Reg-e-Khanshin districts). Maintain a good coordination and communication with FAO representative as well as with CAHPO program unit. Make sure all inputs are stored in storages as requested by FAO in the LoA and make sure FAO’s delivered inputs received in good conditions and the receipt prepared, signed, issued to the person who delivered the inputs. Make sure that beneficiaries and villages are selected as per the criteria stipulated/agreed in LoA. Report to the Deputy Project Manager on all updates regarding the project and follow all instructions from the higher management on matters regarding projects. Make sure that all the objectives and aims of the project are met. Conduct himself/herself both professionally and personally in such a manner as to bring credit to CAHPO and to not jeopardize its humanitarian mission. Any other tasks given by the line manager.

Job Requirements

Education: Bachelor’s degree in Agriculture, a Master’s degree in a relevant field would be preferred. Experience: Minimum 3-4 years of relevant experience with NGOs or INGOs; Ability to support his/her supervisors; Good problem-solving and organizational skills; Ability to interact effectively with personnel; Fluent in spoken and written English, as well as the local language; Good knowledge of using Microsoft Office package. Strong team player; Enthusiasm for the job; Willingness to work in the tough security situation; Willingness to travel as per the project requirements; Note: Previous work experience with FAO projects will be a plus point for the candidates; SUCCESS FACTORS: Excellent behavior and attitudes. Well aware of the local context. Good team player and committed to the organization. Self-paced and poses high problem-solving skills. Energetic with the ability to work with local communities. Excellent communication skills. Ability in promoting organizational ethics. Hard worker ability to organize and conduct specific tasks on time and with resources as stipulated in the work plan.
