Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

  • Under the guidance of the PCO, develop and implement the district level monthly communication plans, with a clear focus on missed children and refusal. The plan should be evidence based and data driven communication plan

  • Oversee messaging within the district, ensuring that all messages are locally relevant according to the district findings and issues, and aligned to national guidelines (standard messages and monthly topics); disseminate monthly messages through district meetings, partners (DEMT/DoPH) and community influencers

  •  Coordinate and implement all communication activities in the district, including district level campaign inauguration, advocacy meetings, monthly meetings at cluster and health centres, etc. 

  •  Ensure appropriate and timely dissemination and display of IEC materials at least 2-3 days before each SIA

  • Monitor and report access issues within the district to PCO in a timely manner for prompt action. Conduct local level interface dialogue with inaccessible CIPs together with district team to address inaccessibility

  •  Collect social data and communication data from campaign-based social mobilisers and send to PCO in a timely manner; coordinate and provide feedback to SMs.

  • Facilitate the recruitment of campaign-based social mobilisers in the district in coordination with PCO and district selection committee.

  • Ensure timely supervision of communication activities for campaign-based SM in the districts

  •  With support from PCO, plan and implement trainings for campaign-based SMs, influencers and other community mobilizers, based on needs assessment, and using agreed updated curriculum.

  • Prepare the necessary documentation and facilitate payment of fees/incentive to all campaign-based SMs who have performed their tasks as per agreed deliverables after each SIA, and keep records for reference.

  •  Conduct Intra-campaign monitoring using ICM checklist

  •  Participate in all district level evening meetings during campaigns.

  • Coordinate with the regional trainer for all ICN personnel trainings in the province, as per training needs assessment, and train DCOs

  • Facilitate the timely payments of performing ICN staff

  • Prepare financial reports of funds utilization at the provincial level

  • Through PEMT/REMT, verify funds expenditure for DCOs and campaign-based SMs

  • Document key communication interventions, initiatives, progress made in the high risk districts, barriers faced, continuing challenges, solutions explored and action taken to overcome the challenges

  • Coordinate pre-campaign engagement acitvities

  • Collect social data for confirmed Polio cases in the province

  • Retrieve copies of all districts RI micro plans from NGO/DEMT in charge and ensure all low performing areas and access compromised areas are planned for coverage

  • Conduct at least 6 RI sessions monitoring monthly and provide feedback to PEMT/DoPH using applicable format

  • Work in collaboration with the Polio Eradication Initiative Coordinator, Assistant Regional Polio Officer, Provincial Polio Officer, Provincial EPI Management Team and Provincial Health Director to ensure the that the accountability framework for vaccine management is in place and that cold chain capacities are adequate


    Before campaign to monitor and report on:
  • District teams are trained on the basics of type 2 vaccine management

  • Cold chain inventories are conducted and shared it with the regional level.

  • The consumables, management tools and vaccines are delivered on time to districts      

    During campaign:
  •  Feedbacks on vaccine management during evening meetings received and corrective actions are followed-up.

  • Daily field visits to ensure compliance with good practices are conducted and capacities are strengthened

  • The use of vaccine and proper vaccine management is monitored on the online dashboard

  • Vaccine availability is monitored at district level daily and stock outs are solved as soon as possible

  • The Daily Summary Sheet and the Vaccine Vials Tracking Form are filled daily with figures from district level

    After campaign to monitor and report on:
  • The final Daily Summary Sheets, the Vaccine Vials Tracking Form and the Form A are filled on the paper-based system and ODK (for Form A) within 7 days after completion of campaign

  • Destruction is completed within 10 days after completion of campaign and destruction report is filled and transmitted to national level.

  • All usable vials are returned at regional level in cold chain. 

 

Job Requirements

Minimum 12th grade education completed combined with at least 5 years of work experience. An university degree in communication, public health, social sciences, development planning, communication or other relevant field is desirable.

Work experience

At last five years of experience working with communities, public or community health, communication or relevant field. Polio program or EPI program management will be an asset.

Writing and speaking and fluency in locale language, Pashto and Dari. Knowledge of English is desirable.
