About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

The Deputy Head of Rural Development Program (D-HoRDP) is part of the SCA’s Rural Development Program Unit based in Kabul, within which s/he supports the Head of Rural Development Program in general management and administrative tasks. She/he will extend her support in technical backstopping, and management of Community Governance and Livelihood and environmental aspects of the program. S/he will also support the RD Program Manager in the overall coordination and development of the Program.

Furthermore, the D-HoRD Program will actively participate in the elaboration of work plans, donor applications and reports, operational budgets and other strategy and policy developments. S/he supports the Head of Rural Development Program to follow up field activities with project managers to ensure project activities are in line with operational procedures and annual targets, as well as SCA’s strategic objectives.  In order to properly carry out various tasks and to ensure both innovation and good coordination at the regional management offices level is in place, the D-HoRDP will be encouraged to undertake regular field trips. The Deputy Head of Rural Development Program reports to the Head of Rural Development Program Manager.

Main Responsibilities:          

General

  • Act according to the policy and regulations of SCA
  • Keep updated with issues related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good cooperation with SCA units, authorities, institutions, and other NGOs
  • Do the related job as delegated by the Rural Development Program Manager

Technical

  • Ensures that all Livelihood and DRR interventions are contributing toward the well-being of rural poor communities
  • Monitors Livelihood and DRR interventions on a regular basis to support field level staff and ensures good quality of the work.
  • Assists with developing concept notes and proposals related to rural livelihood, community governance, agricultural sector, and the related constructions.
  • Assists with the development of Program related guidelines and manuals
  • Assists with annual budget and work plan and action plans
  • Assists with annual and other internal and donor reports.
  • Promotes participatory and community led approaches in targeted project areas and makes sure that targeted communities are taking active lead in all stages of the project cycle.
  • Participates in strategic and program development discussions and contribute in terms of relevant strategic inputs and insights drawn from the field.
  • Guides project managers and senior officers on reporting, budget preparations, follow up and revisions and promotes accountable practices as per financial regulations.
  • Closely coordinates with finance department on budget related issues and assists with program compliance with financial allocations.
  • Promotes gender equality in keeping with rights-based approach, and promotes non-discrimination regarding ethnic, political and religious background in program implementation.
  • Assists RDP manager on problem identification and follows up on RDP issues independently or with any other team member as instructed by the HoRDP.
  • Performs any other task as assigned by the Rural Development Program manager.
  • Deputizes for the Head of Rural Development Program in his/her absence.
  • Assists with Program related research, studies, evaluations, and assessments
 

Job Requirements

  • Bachelor’s degree from a recognized university in Rural Development, Sociology, Economics, preferably master’s degree.
  • 4-6 years relevant experience, especially within an NGO, UN agencies, or similar organisation. Experience in management of Rural Development Projects with a high-level participation by the target groups.
  • Practical experience and Knowledge of participatory and community-led development approaches
  • Experience in community governance, rural livelihood, and agricultural sector with good knowledge of agricultural-value chains. Experience of planning, proposal writing, reporting, and budgeting
