Job Description

Program:

  • Support in design and conducting assessments/studies that are geared towards identifying WASH gaps and needs at targeted communities, schools and health facilities in coordination with MEAL.
  • Working closely with the EH Co, and MEAL support analysis of data/assessment findings to inform on design of context appropriate and sustainable WASH interventions.
  • Support in the development Sector strategy, key WASH guidelines, SOPs and implementation approaches, and orienting field teams on the same.
  • Support the EH Co. in business development initiatives that include drafting concept notes, proposals, and budget related to WASH programming.
  • Review technical designs, technical specifications, working drawings, cost estimates (BoQs), and work schedules prepared by EH Managers/Officers for all WASH, Healthcare waste management and building construction/rehabilitation activities across IRC program intervention areas.
  • Leading implementation of WASH program activities across the provinces ensuring consistency with the IRC-A PARP, SAP, and guidelines by the WASH Cluster and MRRD by working closely with EH Managers, WASH Specialist and the Quality Assurance Construction Manager.
  • Trouble shooting and identifying technical constraints and challenges associated with construction project implementation and proposing innovative technical solutions to address the constraints.
  • Support the EH Co. in strengthening integration across the IRC program sector of Health, Nutrition, Education, and ERD.

Staff Supervision & Development:

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Provide support to EH Managers and WASH Specialist on work plans, activity Implementation, work and vacation-resting schedules, and staff training/development activities.
  • Periodically conduct technical capacity gap assessments to EH staff, and with guidance from the EH Coordinator, provide onsite trainings and orientation to staff on areas of weakness while also facilitating for external training opportunities.
  • Responsible for mentoring and supervision of EH Managers including performance management processes.
  • In liaison with the EH Managers, responsible for hiring and training/orienting of new EH staff that include Officers, Assistants and including new Managers in coordination with the EH Coordinator.
  • Under the guidance EH Coordinator, and working with the EH Managers maintain an up-to-date EH staff list including grant allocations for Salary mapping, staff leave planning and schedules.

Monitoring and Reporting:

  • Consistently track and review data on WASH program on activity and output indicators (weekly), monitoring of outcome indicators and timely submission/review of data required for the WASH PID to MEAL.
  • Working with EH Managers, support in preparation of activity implementation plans for the WASH grant activities under the guidance of the EH Co.
  • Monitoring implementation of WASH program activities at all targeted provinces ensuring concurrence with the Project log-frames, budget thresholds, project work plans and through the design implementation approaches and strategies.
  • Support in drafting of donor technical narrative reports (Bi-weekly, Monthly, Quarterly, Semi-annual, and Final) study, assessment reports including technical reviews of the same when called upon, and also submission of updates to the WASH cluster.
  • Conduct regular site visits across the provinces to monitor progress and quality of all WASH program activities, and hold team meetings with EH staff to provide feedback on areas of strength/opportunities for improvements and documenting the same.
  • Drafting and submission of the WASH updates to the WASH Cluster as required.

Coordination:

  • Support the EH Coordinator on representation of IRC in external WASH coordination forums (WASH cluster and other INGO/NGOs) at the Province level, including liaison with relevant Government entities (PRRD/MRRD/MoPH/MoEd)
  • Support the EH Coordinator on internal coordination with other IRC sectors (Health, WPE, Protection, Education and Grants) on all aspect that relate to Grant management, program design and integration approaches.

Grants, Supply Chain and Finance:

  • Develop all procurement, and spending plans for the WASH grant activities under the guidance of the EH Co.
  • Support the EH Co. in tracking budgets and spending of WASH program budget lines and ensuring the WASH expenditures are within acceptable thresholds.
  • Support the EH Co. in developing monthly WASH program cash forecasts, and monitoring spending of the same by the field teams.
  • Represent the EH sector in internal program review meeting that include weekly meetings, GOM, GCM, and BvA review meetings.
  • Responsible for the initial reviewing of construction related PR raised by EH engineers to ensure minimum requirements are met prior to submission for approval.
  • Represent the EH sector in construction tender adjudication processes that include development of appropriate RFPs, RFQs, tender opening, tender evaluations (eligibility and technical), and company visits prior to contract award.
  • Work closely with Supply Chain in follow-ups and tracking PRs to ensure speedy processing and with Finance/SC on prompt payments based on completion certificates for construction related activities.
  • Work closely with EH Managers and Supply Chain to track and monitor WASH program stocks, monitor utilisation prior to procurement of additional supplies.
 

Job Requirements

  • Minimum degree in Civil and/or Structural Engineering or Water Resources Engineering.  
  • Minimum of 5 years’ experience in the Humanitarian sector/space.
  • Good understanding and application of the Project Cycle Management, SPHERE and WHO guidelines
  • Ability and willingness to travel, and work in hard to reach rural areas
  • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
  • Able to communicate and write in English, and should be able to fluently communicate in the local languages.
  • Computer skills (including MS Word, Excel, Access, and internet) and proficient use of relevant engineering application (ACAD, Civil 3D, ArchiCAD, Epanet, Compass, WaterGEMs etc.)
  • Good knowledge of the dynamics of the social, culture dynamics of the intervention area.
