Job Description

Action Against Hunger (AAH) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

 

Job Description:

RESPONSIBILITIES

In current structure, Deputy Country Director - Programmes (DCD-P) is overwhelmed with responsibilities of Programme Development (includes project proposal development), partnership management (especially related to identification, due diligence, capacity building), leading technical support.  In addition to these, operations will be overloading on the work and thus, can’t provide due time and energy to support the mission.

Majority of time of the Country Director who line manages Field Coordinators (FCs), spends time in external stakeholder management including relationship building with donors, other INGOs, NGO networks, UN and more importantly, security, access and relations with the authorities. 

The time provided to FCs in operational issues is very much limited.  Thus, in Country Strategy to strengthen our operational structure and project implementation, the roles of DCD-P and Deputy Country Director - Operations (DCD-O) are evolved.  DCD- Operations will focus on project implementation, quality assurance of benefits reaching the target communities and accountability to affected population.  DCD - Operations is a critical role in ensuring quality service delivery to the beneficiaries.

 

Job Requirements

REQUESTED PROFILE

DCD Operations will surely provide on job capacity development for operational teams in the field in strengthening their resource planning, work plans, implementation as per the technical SOPs to local context and adaptation to local context and changes, negotiation skills with stakeholders, community and social mobilization and accountability mechanisms to the programme /project participants (beneficiaries) and relationships with stakeholders in the operational provinces.   Key Skills and qualifications : 

-  A Masters degree in International Development, Humanitarian Assistance, Political or Social Science, Economics, Business Administration or related field, highly preferred (however, exceptions related to long work experience in Country and humanitarian work, Bachelor’s degree is considered with at least 8-10 years of work experience)

-  At least 5 years of work experience preferably in humanitarian or development work with at least 3  years of experience in management.

-  Minimum 5 years’ experience in the field leading humanitarian and/or preparedness programs

-  Knowledge and experience of emergency and development issues; deep understanding of causes of emergencies, emergency programming and links with policy

-  Proven experience of building and leading teams and evidence of strong people management skills

-  Proven programme & project cycle management skills – proposal and report writing skills; monitoring and evaluation skills and experience

-  Proven Representation skills at senior coordination and strategic levels

--Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of ACF/AAH’s work

-  Ability to work with others to develop vision into strategy and communicating and influencing this to a wider audience


-  Proven knowledge of computerized system; high degree of computer literacy and word processing and spreadsheets

-  Excellent interpersonal co-ordination and negotiation skills

-  Ability to establish and maintain effective working relations with people in a multi-cultural multi-ethnic environment with sensitivity and respect for diversity.

-  Strong commitment to integrity, professionalism,  creativity and innovation

-  Accountability planning and organization results orientation teamwork

-  Ability to lead strategic planning, result based management and reporting

-  Solid knowledge in project management (from design to implementation to closure include evaluation and learning)

-  Lead teams effectively and shows mentoring as well as conflict resolution skills

-  Demonstrated experience and knowledge in establishing systems and overseeing program start up and close-down under limited time constraints.

-  Relevant experience working in Afghanistan or other post-conflict countries undergoing transition is highly desired

-  Experience working in security challenged environments is highly desired.
