About Roots of Peace/AMP:

Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program.

 

AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 12 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation.

In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies:

  1. Connecting Farmers to Domestic Markets
  2. Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products
  3. Support for Remote Rural Areas

 

Activities include:

  • Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity.
  • Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots.
  • Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings.
  • Building the capacity of agribusinesses to maximize output and quality for domestic markets.
  • Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging.
  • Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products.

AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

 

Job Description

The incumbent will serve as the Acting Chief of the Party in his/her absence and will take responsibility for liaison with the de facto authorities and ministries.

  • Serves as a primary link between the Technical units and Finance, Operations, and administrative functions to ensure communication and coordination issues in support of program implementation.
  • Overall responsibility of the program’s technical programming, working closely with procurement, and operations teams to support project viability, consistency with agreed plans, and actual implementation.
  • Ensure that activities are undertaken in accordance with the Implementation Plan, to a high standard, on time, and according to the budget.
  • Guide regional office personnel on the implementation of planned activities in light of contractual obligations, country priorities and specific needs. Allocate tasks and assignments as needed to ensure timely activity completion, and track progress against milestones and deadlines.
  • Provide technical support and guidance to Regional Coordinators. Deliver orientation, training, and assistance, as required.
  • Review and approve all technical and training documentation, including manuals, brochures, and presentations.
  • Undertake periodic field visits to each region to support, oversee and monitor implementation.
  • Support the development of implementation plans, work plans, quarterly reports and other contractual project documentation.
  • Support the Senior MEL Specialist in gathering, recording, analyzing and reporting on MEL activities.
  • Maintain close cooperation and coordination with other national and international NGOs, Ministries and representatives of the de facto authorities.
  • Provide regular reporting, verbally and in writing, on activities and accomplishments for weekly reports and calls, and quarterly reports.
  • All other duties as assigned by the supervisor.

Job Requirements

  • Bachelor’s Degree in Agriculture, Business Administration, Economics, or relevant degree and 10+ years working for USAID or UNDP-funded agricultural programming.
  • MSc/MBA/Master’s in a related field is preferred.
  • Continuing education related to finance.
  • Must have demonstrated project management skills with diverse team and large flow of information and activities.
  • Familiarity with USAID and/or UNDP rules and regulations.
  • Ability to work independently, prioritize, and show initiative in an NGO setting.
  • Ability and flexibility to work under stress and address sensitive social and/or political issues.
  • Fluency in English language both spoken and written, in addition to local languages Dari and Pashto
  • Demonstrated planning, analytical, and problem-solving skills.
  • Ability to set priorities and manage time effectively.
  • Ability to think and communicate clearly with others, motivate and lead people.
  • Advance computer skills specially in Microsoft Office
  • Focuses on results and program achievement.
  • Strong sense of personal initiative and problem-solving skills.
