Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

Overall Purpose

The primary objective of the post holder is to ensure creation and maintenance of Data Management (DM) tools and convert project specific data collection tools (excel) created by the project teams into DM tools (create ODK forms, create Qlik dashboards), and link to Shared Services Centre (for Qlik, ONA accounts).  Act as the Data Steward according to the GSO requirements. The position provides support to project staff in term of OKD, ONA and Qlik. Responsible on data management, accessibility and provide high quality technical support for capacity building of project staff.

Project Overview

Medair is implementing an integrated Health, Nutrition, WASH and Food Security project in 3 provinces of Afghanistan (Kandahar, Uruzgan and Daikundi). Medair’s multisector project seeks to respond humanitarian needs and foster resilience among conflict affected and underserved communities in hard-to-reach areas in Afghanistan. Underlying vulnerabilities have been exacerbated by COVID-19, drought, and conflict, leading to reduced access to WASH services and basic health care, a huge increase in acute malnutrition and emergency levels of acute food insecurity.

MAIN RESPONSIBILITIES

  • Create and maintenance of DM tools and convert project specific data collection tools (excel) created by the project teams into IM tools (create ODK forms, create Qlik dashboards).
  • Act as the Data Steward according to the GSO requirements.
  • Provides support to MEAL activities, PCs, PMs and project staff in term of information management system (OKD, ONA and Qlik) in the AFG programme.
  • The post holder is responsible for data management, accessibility and provide high quality technical support, for capacity building of project staff on data collection tools and database through regular field visit.
  • Provide data analysis for (WASH/ FS/ Nutrition/ Health) activities as per the request of the project managing staff.
  • Develop and maintain effective information database on projects.
  • Maintain a transparent, honest and supportive communication structure with the Medair team, with communities, beneficiaries and donors.
  • Support the office in the analysis of processed data, information and perform data quality  & consistency control.
  • Provide Information Mangement services to support Monitoring activities within Sectors (Health, Nutrition, WASH and Food security).
  • Leverage Geographic Information Systems (GIS) for map production and geographic data mangement while promoting data standards and harmonized mangement of geographic data/information.
  • Provide Information Management support to needs assessments for all sectors.
  • Be flexible, willing to assist in other areas of work as relevant and needed and support all other data tasks as they arise.

 

MAIN ACTIVITIES

Staff Management

  • Train MEAL officers and Data Quality Assistants on data collection tools and accuracy in data entry.
  • Train/orient MEAL officers, data quality assistants and project staff on how to use OKD, ONA and Qlik.
  • Technically monitor and supervise the data quality assistant’s data entry on a weekly basis and build their capacity.

 

Data Management

  • Create and/or adapt data collection and dashboard tools (ODK & Qlik) as requested the Project Managers.
  • Create various reports, graphs or analysis the data as requested from master database within the given deadline for submission of the report.
  • Create dashboards for WASH and Food security sectors on Qlik.
  • Responsible on data management, accessibility and provide high quality technical support for capacity building of project staff on data collection tools and database through regular field visit.
  • Maintain organized file and data back-ups as per Medair guidelines.
  • Design necessary data collection forms, ensuring that the purpose and use of data collected is clear.
  • Provide any data analysis as per the request of the project managing staff.
  • Provide Information Management support for needs assessments/PDM conducted for all sectors.

 

Quality Assurance

  • Conduct periodic field visits and spot checks from the project interventions and verify the data collected.
  • Train and take part in the early part of the data collection during a needs assessment, baseline, endline or any study in the community to check if the data collection is done correctly by the enumerators.
  • Contribute to the adaptation of the Data Quality SOP for assigned projects and ensure that all checks are done on time and properly documented.

 

Accountability to Affected Populations

 

  • Maintain and update AAP database of all feedbacks from all locations and ensure confidentiality
 

Job Requirements

PERSON REQUIREMENTS

Educational Background

  • University degree or diploma in relevant field
  • Degree or diploma in computer science
  • Relevant experience
  • 3-5 years relevant post graduate experience
  • Experience working with excel data bases, ODK
  • Experience in Monitoring & Evaluation activities
  • Computer skills (see below)
  • Familiar with Sphere Standards, Humanitarian and AAP (beneficiary Accountability) principles
  • NGO experience

 

Language Skills

  • Good written and oral understanding of Dari and Pashto
  • Good English oral and written skills
  • Excellent English oral and written skills

 

Computer & IT Skills

  • Strong computer skills in Microsoft products particularly Excel
  • Experience with electronic data collection systems like ODK/ONA.
  • Strong skills in data analysis,
  • Visualization and reporting via programs like Qlik Sense or other data base applications

 

Other Skills

  • Organized and logical, good with numbers and calculations, dedicated with strong attention to detail.
  • Able to record and share information accurately and clearly.
  • Able to look critically at data and flag inconsistencies and inaccuracies.
  • Open to changes in systems and approaches, willing to learn and develop further. 
  • Willing to be flexible and take on new tasks as responsibilities change.
  • Honest and dependable, with strong anti-fraud principles and high level of integrity.
