SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

SCA's rural development programme aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance.

SCA is seeking an agriculture officer for an anticipated World Food Programme (FCDO). The project aims to protect and stabilize rural livelihoods and build resilience of people and communities in Afghanistan. The project seeks to maintain essential services in WASH and agricultural livelihoods, promote rural businesses and income-generating activities, and strengthen community engagement and participation to support community-led development, social cohesion, and peace. The agriculture officer will be responsible for supporting the planning, managing, and reporting of agricultural components for the RD project. The position holder will work closely with the deputy managers, field officers and target groups to design and implement agricultural interventions.

Main Responsibilities:

  • Act according to the policy and regulations of SCA
  • Develop good co-operation with SCA staff
  • Keep update with issue related to SCA and the environment where SCA operate
  • Promote an attitude of team spirit and a strong and on time focus on.
  • Design and develop activity tracking and reporting tools for the program.
  • Support and supervise the data collection function at RMOs and make sure that data management process is going on smoothly.
  • Regularly perform data quality verification (checking for completeness and compliance).
  • Regularly update the program MIS with data from field and RMO.
  • Perform data extraction, conversions, and manipulation on the data from MIS as required.
  • Track and report planned and actual achievements and give indication on projects milestones.
  • Take minutes of the program meetings and disseminate the action points to the concerned staff.
  • Regularly Maintain and improve program MIS and execute the debugging process.
  • Work closely with the PMERU and develop charts, maps, infographics, logic diagrams and other media to support sharing of planned and actual progress.
  • Assist with processing of data and be able to summarize it in useful displays.
  • Update Key Output target matrix and project plans and facilitate the project coordination and result measurement meetings.
  • To provide mature verified data for project reporting.
  • Have Filed visits and provide monitoring support to Project Management Team.
  • Support cluster teams to collect desired data and feed the general database regular bases.
  • Perform other duties as assigned by the line supervisor.
  • Regularly update SCA OITS system.
 

Job Requirements

  • Bachelor’s degree from recognized college or university in computer science or any other related professional field.
  • 2- 4 years relevant experience with bachelor’s degree, especially within an NGO, UN agencies or similar organization.
  • Computer skills including MS Office package. Preference will be given to candidates that has working knowledge of SQL and Power Bi, and SPSS Aps.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
