About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

          SCA's rural development programme aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance.

SCA is seeking an agriculture officer for an anticipated World Food Programme (WFP). The project aims to protect and stabilize rural livelihoods and build resilience of people and communities in Afghanistan. The project seeks to maintain essential services in WASH and agricultural livelihoods, promote rural businesses and income-generating activities, and strengthen community engagement and participation to support community-led development, social cohesion, and peace. The agriculture officer will be responsible for supporting the planning, managing, and reporting of agricultural components for the RD project. The position holder will work closely with the deputy managers, field officers and target groups to design and implement agricultural interventions.

Main Responsibilities:

  • Act according to the policy and regulations of SCA
  • Develop good co-operation with SCA staff
  • Keep update with issue related to SCA and the environment where SCA operate
  • Promote an attitude of team spirit and a strong and on time focus on.
  • Develop of good co-operation with SCA other units, local authorities’ institution, and other NGOs by provincial and district level.
  • To participates in RD management meetings.
  • Provide copy of all RD documents and send them to the relevant place
  • Data entry of all Rural Development Unit document that come from field and submitting them to relevant officials for approval and further process
  • Provincial staff attendance sheets responsibility with compiling of field staff monthly attendance record and submitting to WRMO/HR department
  • Assisting in RD administration and financial issue based senior staff requirement
  • To support cross cutting initiatives among the different sectors of SCA
  • Maintain good cooperative relation with the district authorities, NGOs, and other stakeholders.
  • To give recommendation of the RD project manager on identification of needed staff the recruitment dismissal disciplinary action and promotion of CCNPP district level staff.
  • Prepare site staff salary reports
  • Prepare and maintain site staff personal attendance
  • Monitor and supervise vehicle logbook and its proper use
  • Prepare guard duty roster and monitor their performance
  • Oversee guards and cleaners to ensure safety and cleaners of the office
  • Perform other Admin related tasks
  • To perform any other task delegated by Provincial manager.
 

Job Requirements

  • Bachelor’s degree from recognized college or university in Business Administration, computer science or any other related professional field.
  • 2- 3 years relevant experience with bachelor’s degree, especially within an NGO, UN agencies or similar organization.
  • Computer skills including MS Office package. Preference will be given to candidates that has working knowledge of SQL and Power Bi, and SPSS Aps.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
