Job Description

ROLE PURPOSE:

The Counter Fraud Officer serves within the Safeguarding and Counter Fraud Unit and will work closely with the Counter Fraud Coordinator to support in end to end counter counter-fraud management (awareness, prevention, reporting and response).

In the event of a significant or major event, the post-holder may be expected to work outside the normal job description and be able to vary working hours accordingly. The post-holder may be required to get involved in special projects within the fraud function as appropriate.

KEY ACCOUNTABILITIES:

  • Support in orientation/training of staff, representatives, partners and beneficiaries.
  • Support in delivering the mandatory core training workshops to country office staff and partners to undertake their roles and responsibilities in managing the fraud risk.
  • Timely reporting of incidents and concerns to DATIX/or Counter Fraud Coordinator.
  • Support in tracking the progress on the Counter Fraud action plan and the implementation of mitigation measures.
  • Lead/participate in the investigation process (end to end). This includes developing the Investigation TsoR, carrying out investigation procedures per defined methodology, preparing the findings/draft reports etc.
  • Maintain/update case records and documentation in the case management system, Datix and progressing cases for closure.
  • Ensure follow-up on approved action plan implementation for each case.
  • Support in ensuring that case information kept confidential, documented and stored appropriately.
  • Support the unit in coordination with various stake holders to to improve Counter Fraud practices.
  • High levels of professional behaviour and maintain the standards required by the counter fraud Policies and Code of Conduct.
  • Whenever required support humanitarian response team on ensuring counter fraud minimum standards embedded into the response plan.

Job Requirements

QUALIFICATIONS 

  • Bachelor’s degree / formal qualification in a relevant field.
  • Has at least 2 years relevant experience (audit/risk/investigation/quality) applicable to the role with knowledge of common analytical tools.

EXPERIENCE AND SKILLS

Essential:

  • Strong analytical skills to be able to identify fraud risk areas in complex operational environments from both structured (financial systems) and unstructured data (conversations, investigation reports, complaints etc.);
  • Demonstrable understanding of the importance of counter fraud activities and mechanisms for reducing fraud;
  • Excellent investigative ability with proven track record
  • Aware of current best practices in investigation techniques
  • Excellent communicator and facilitator, able to clearly and confidently articulate and present findings with impact;
  • Strong negotiating skills to influence all levels of staff, showing ability to work collaboratively and with peers from different departments;
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
  • Commitment to Save the Children values; and

Desirable:

  • Membership of a professional anti-fraud body and/or professional data analytics certification.
  • Proficiency in one of SCI’s languages.
  • Knowledge of SCI systems including Agresso, TIM, ER/CAM, PPM Prime, Datix etc.
