About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Responsibilities and Particular Assignments:
Under the line management of the Consortium Coordinator and technical management of the MEAL Coordinator, and in cooperation with project managers and MEAL staff in the operational bases of its responsibility, the Consortium MEAL manager:
Strategy: S/he is responsible to update, roll out, and monitor the MEAL strategy among consortium partners
Training and technical support: S/he is responsible to provide training and technical support to all program teams on technical questions linked to MEAL and cross-cutting issues.
Monitoring and evaluation: S/he is responsible to lead operational teams in monitoring and evaluation of the consortium, and support on planning and follow up for partners.
Program Data Management: S/he is responsible to lead the collection and compilation of program data (indicators) on a monthly basis, for all partners, and lead on visualization of the achievements.
Accountability: S/he is responsible of the update, roll-out, and monitoring of accountability activities at consortium level.
Knowledge building: S/he is responsible to contribute to lessons learned and institutional knowledge building.
Representation and reporting: S/he is responsible to support the partners in reporting, communication and representation in her/his field of expertise.
Note: The responsibility for some assessments and monitoring and evaluation of program activities will remain the primary responsibility of the program teams. The Consortium MEAL manager, in link with the MEAL coordinator, will however ensure the proper tools are developed and are made available to the field teams.
Specific objectives and linked activities
 UPDATE AND ROLL OUT THE CONSORTIUM MEAL STRATEGYUpdate the meal strategy (M&E, accountability, do no harm) in accordance with coordination country      strategy;
Draft and monitor the meal workplan with the consortium partners, host regular MEAL working groups as the Chair, and follow up as needed.

 TECHNICAL SUPPORTLead on development of data collection and analysis methods, formats, tools, for the consortium;
Deploy relevant trainings and develop tailored training modules in link with the MEAL Coordinator (eg. QGIS, PowerBI);
Lead data quality  assessments;
Review ToRs and meal reports (donor and internal) and provide timely feedback to partners and PUI teams;
Contribute to project proposals.

 MONITORING AND EVALUATION OF CONSORTIUMLead as focal point for the third party monitoring mandated by BHA-  Create / revise the tools used, analyze common trends in the monitoring findings, draft and monitor action plans for recommendations made;
Lead on impact monitoring, including being the focal point for an external evaluation process;
Lead on indicators monitoring, including being the focal point for monthly Indicator Database compilation and analysis;

Make maps that are relevant to the project using QGIS;
Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program/ Technical coordinators;
Perform advanced analysis on the consortium findings and visualize them in an engaging and accessible manner to share with consortium partners and/or the donor;
 ACCOUNTABILITY
Check that the key principles of the feedback mechanism are respected, among all partners;
Produce regular analysis of the complaints and feedbacks received related to the consortium;
 LESSONS LEARNT AND INSTITUTIONAL KNOWLEDGE BUILDING (IKB)
Lead on learning workshops and ensure that learning activities are included in the project activities/workplan/budget;
Contribute to the preparation of kick off and close out meetings and ensure capitalization of its content;
Maintain the online filing system for the MEAL consortium documents.
 REPORTING / COMMUNICATION / REPRESENTATIONMake sure the right reporting formats are used and deadlines are respected;
Represent the consortium and PU-AMI when asked and/or delegated to do so;
In link with programs and grants teams- develop articles, case studies and success stories.


 

Job Requirements

Qualification/ Requirements  تحصیلات و شرایط لازمه

Bachelor’s or Master degree in a field related to Project Management, international development ,and/or sciences

At least 5 years previous MEAL experience

At least 3 years INGO experience

    At least 1 year experience MEAL Management   or technical meal specialist role

Experience in Consortium  

Experience in health programming

Excellent knowledge of Excel, KOBOand QGIS.

Excellent knowledge of Excel, KOBO, PowerBI, and QGIS

Good knowledge in statistic and sampling methods.

Demonstrated ability to transfer knowledge to diverse audiences through coordination, training, and mentoring

Excellent written communication skills

Experience in BHA (USAID) donor   requirements

Fluent in English, Dari, and Pashto
