About Conflict Mitigation Assistance for Civilians (COMAC)

The Conflict Mitigation Assistance for Civilians (COMAC) activity, implemented by Blumont Global Development, Inc., provides comprehensive victims’ assistance (VA) to Afghan families affected by conflict. COMAC is designed to operate in all 34 provinces of Afghanistan. In addition to providing VA services, COMAC also builds the capacity of its staff and community volunteers to facilitate VA service provision, conducts outreach, and empowers Afghan civil society organizations (CSOs) to raise awareness among the Afghan public and their beneficiaries on the need for and the availability of VA services.

Job Description:

The Community volunteer will be required to work directly with affected communities and households that are headed by female, disabled, and aged person on a need base. Mainly the community volunteer will assist COMAC Activity Manager/ Community Mobilizer (AM/CM) in door-to-door assistance delivery process and will also collect and ensure the required documents and signatures from the affected families and communities. In this role the Community volunteer will report directly to the Activity Manager.

The major duties and responsibilities include but are not limited to the following activities

Essential Job Functions:

  • Works directly with AM/CM and will manage the process of door-to-door assistance delivery process to the eligible families in urban as well as in remote areas. This may include facilitating contact with COMAC required staff and coordination with the eligible beneficiaries.
  • Assist COMAC staff in determining victims’ eligibility for COMAC assistance.
  • Collection of beneficiary signatures on required documents (GRN) at the time of delivery of assistance.
  • Taking photos while delivering IA/TA packages or assistance to the eligible beneficiaries.
  • Maintains good relationships with beneficiaries and engage with community elders for better coordination and identifying the victims of a verified incident.
  • Assist CM in conducting community engagement activities and dissemination of COMAC and COVID 19 IEC materials.
  • Travel to provincial capitals and districts within the Regional Duty Station, including to villages.
  • Submit weekly or monthly activities report to immediate supervisor.
  • Perform any other duty as assigned by supervisor.
 

Job Requirements

Required Skills & Qualifications:

  • At least high School graduate.
  • 3 years’ experience in community-level engagement activities: raising awareness or HA assistance distribution.
  • Strong communication skills both verbal and written.
  • Ability to read and write in Pashto and Dari languages, English knowledge will be a preferred.
  • Ability of using smartphones and digital camera for taking photos or any other necessary tasks.
  • Time management and prioritization skills.
  • Demonstrated ability to build relationships with community elder and beneficiaries.

Travel Requirements:

  • This position will have expected travel more than 90% to remoted rural areas.

Remunerations:

The Community Volunteers will be paid USD 10/ day upon their engagement, otherwise they will be on call.
