About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

SCA's rural development programme aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance. The field engineer will be responsible for supporting the planning, managing, and reporting of construction components for the Rural Development Projects. The position holder will work closely with the RD team and target groups to design and implement WASH and Construction interventions.

Main Responsibilities:

  • Act according to the policy and regulations of SCA
  • Keep updated with iss`ues related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and a strong focus on quality
  • Develop good co-operation with SCA units and local authorities
  • Project design and estimation for all RD construction projects.
  • Assist Site engineers to prepare sub-project proposals, quotation, contracts and evaluations of materials.
  • Monitoring of project during the implementation in ensure the quality of materials.
  • Coordination between technical and social issue with relevant organization.
  • Participate in troubleshooting of social and technical problems in the projects.
  • Checking of all technical and financial documents of projects.
  • To ensure that the Site Engineers follow given instructions, quality assurance and are taking responsibility for the management of site-camps and related RD projects
  • To guide and assist the Site Engineer in recruitment and proper fulfilment of tasks given to skilled and unskilled labors to expedite construction works
  • To guide the Site Engineers about the way to fulfil their assignments
  • To ensure proper site-camp management of tools and equipment, various records and give regular written reports to Engineering Senior officer and on progress of work
  • To prepare a list and ask Engineering Snr Officer for provision of all those construction materials needed for the job to avoid work delays
  • To ensure regular budget follow-ups of spending at construction sites and report any deviation to RD Snr Officer promptly
  • To ensure quality control and choose the suitable construction materials in the field
  • To keep close contact with the local authorities about the relevant issue.
  • To enforce the implementation of SCA financial regulation and procedure in RD activities
  • To support cross-cutting initiatives among the different units of SCA
  • To participate actively in ensuring broad understanding and acceptance by local communities of the RD project and SCA in general

 

Job Requirements

  • Bachelor’s degree from recognized university in civil engineering Faculty.
  • At least 4 years relevant experience, especially within an NGO, UN agencies, similar organization, and Relevant governmental sector. Working knowledge of civil engineering and engineering design, working knowledge of drafting, work knowledge of public works construction, working knowledge of computer aided drafting system and 4 years working experience in a relevant field with governmental sector, NGOs or UN organizations.
  • A good understanding of rural development and rural communities in Afghanistan.
  • Previous experience working with I/NGO or UN agencies
  • Good communication skills in English and fluency in Dari and Pashto
  • Commitment to the mission and the core values of Swedish Committee for Afghanistan
  • Willing to stay in field locations and travel in all SCA coverage areas
