About Organization for Research & Community Development (ORCD )

Organization for Research & Community Development (ORCD) is a Non-governmental, Non-political, Non-profitable and independent organization founded in 2010 by a group of community development and research specialist. The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. ORCD is a multi-donor funded NGO, implementing health, agriculture and community development projects in several provinces of the country.
ORCD would like to implement Mobile Health and Nutrition Services (MHNT) Logar province funded by (UNICEF) for which it would like to seek qualified people.

Job Description

  • Manages the project field activities in each stage of the project implementation in accordance with the technical drawings and donor requirements.
  • Supervise the quality of construction at field level ensuring optimum quality according to engineering standards.
  • Prepare proper work plan for field visits and paying regular visits to field to monitor the work progress, identify constraints and defects and provide technical guidance and advice for improvement.
  • Participate in meetings with the project team and take part in the decision making processes of the project and programs
  • Hold meetings with the contractors and guiding them on proper implementation of the project field activities.
  • Preparing as-built drawings and making necessary changes to Bills of Quantities for the project.
  • Prepare weekly and bi-weekly reports of the project progress based on field visit findings.
  • Take high quality pictures of the on-site construction taking into consideration good photography requirements and donor instructions.
  • Supporting the program team with the development of better plans for the project implementation.
  • Providing technical support to the project team during the preparation of new designs.
  • Meeting with the project stakeholders especially government sectors ensuring good coordination and relations with them.
  • Preparing technical designs and drawings using contemporary engineering software.
  • Supports the M&E department in preparation of proper technical engineering checklists for Monitoring and Evaluation purposes.
  • Provide overall technical assistance to ORCD construction projects, from their planning to their implementation and monitoring.
  • Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to donors and stakeholders is achieved.
  • Prepare interim and final project and handover reports and maintain the relevant project records.
  • Manage project budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Coordinate with Operations and programs required activities ensuring proper and timely actions from both ORCD’s and Government’s side.
  • Other tasks assigned by the line manager/project manager.

Job Requirements

  • A minimum BSc. Degree in Civil or Water Supply Engineering.
  • At least 4 years of continuous experience in the implementation and supervision of different construction and water supply projects especially construction of hand pump equipped wells, water supply pipe schemes, solar powered water supply systems, WASH and hydraulic engineering related projects.
  • Excellent skills in engineering software especially AutoCAD, Revit, WATERGEMS, SAP2000, ETABS and SAFE.
  • Work with communities in a development setting.
  • Computer literate having familiarity with computer-based engineering software and with MS Office applications such as Word, Excel, PowerPoint, and Outlook.
  • Good communication, problem-solving and relation-development skills.
  • Basic familiarity of photography and basic knowledge of taking good quality photos using mobile phones and digital cameras.
  • Extensive knowledge and work experience in different parts of the country.
