Job Description

ROLE PURPOSE:

The purpose of creating this position is to manage the Cash Transfer Programming (CTP) process of Food Security and Livelihood (FSL) projects. The incumbent is responsible for proper CTP planning, communication and facilitating the CTP process with contracted Telecommunication Companies.

KEY AREAS OF ACCOUNTABILITY:

 

  • Assist Cash Transfer Programming (CTP) process of food security and livelihood projects accordance to SCI - AF Standard Operation Procedure (SOP).
  • Support project teams to develop cash distribution plan based on area realities.
  • Prepare monthly/ quarterly cash requirement forecast for CTP activities and calculating based on need.
  • Entry of CTP soft data into online portal for getting approval to transfer E- cash to beneficiaries.
  • Prepare a payment plan for beneficiaries with consultation of financial service provider.  Submit regular CTP implementation reports (weekly, monthly, and quarterly) to supervisors based on the requirements of the project.
  • Support matters of the CTP activities — including documentation, approval, and actual payment, any other required paper-work.
  • Report on any problems to the supervisors promptly that encountered in the field and/or in the office such as procurement problems, project participant complaints and local authority interference.
  • Collaborate with SCI — AF supportive function departments including supply chain, finance and safety & security.
  • Handle communication with Financial Service Provider (FSP) and reflect on CTP challenges in the field.
  • Other tasks assigned by line manager.

 

Monitoring, Evaluation, Accountability, and Learning

  • Support the projects are equipped with MEAL systems.
  • Collaborate with MEAL team on quality monitoring and accountability systems in timely manner.
  • Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report.  Ensure that projects are reported as per M&E Plan

 

Partnership

  • Ensure personal commitment in building constructive working relationship with partners based on SCI partnership principles.
  • Assist PU on assessment and selection of partners
  • Regular visit to projects and provide feedback based on the findings
  • Ensure best practices from SCI projects are shared to ensure quality of implementation  Actively participate and contribute in exchange of knowledge and learning sessions organized for partners capacity building

Job Requirements

QUALIFICATIONS

  • University degree in Business Administration, social science, international relation and communication.

 

 

EXPERIENCE AND SKILLS

 

  • Cash transfer programming, program planning, implementation & development, budget, monitoring.
  • Good communication skills
  • Familiar with Mobile Money technology
  • Problem solving, analytical and negotiation skills
  • Computer literate
  • Good English language skills and understanding of both local languages (Dari, Pashto) in both speaking and writing
  • 4 years' work experience in the relevant fields
