About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

The Capacity Development and Method Unit Manager heads the capacity Development and Method Unit (CDMU) at the Regional Management Office (RMO). He /She is responsible for ensuring that guidelines, methods, and tools for capacity development of civil society and local authorities, grants disbursement to civil society partners, gender mainstreaming, and RBA are implemented at the RMO. He/She ensures that the CDMU coordinates with the gender working group, The capacity development focal point and other relevant staff at the RMO in implementing capacity development interventions for civil society and local authority partners. He/She works in close coordination with relevant project managers at the RMO and the civil society and Capacity Development Unit (CCU), Advocacy Unit, and Human Rights and Gender Unit (HRGU) at KMO.

Main Responsibilities:          

Management and leadership level:

  • Lead the unit planning and budget and implementation of the work plan and budget.
  • Ensure adequate support and mentoring in the fields of capacity development, gender mainstreaming, and RBA to project implementing Unit (PIU) staff and to SCA’s programmatic work are RMO level.
  • Ensure that SCA’s guidelines, tools, and methods of capacity development of target groups, grant disbursement, gender mainstreaming, and RBA are implemented at the RMO level.
  • Ensure quality capacity development intervention for all SCA .with a specific focus on gender mainstreaming and integration of RBA and organizational deve;opemtn9Vision, mission, and leadership and management, financial management, human resources management, stakeholder relation, communication and advocacy, mobilization, technology utilization and other area prioritized by CCU ) and ensure that the identified facilitators/ program focal point in SCA are supported /equipped to meet expected standard and quality of facilitation.
  • Oversee the grant disbursement process at the regional level and support the unit staff in assessing applications and reports from the partner organization and monitoring grant projects.
  • Monitor quality of training and post-training follow-ups to identify gaps/ issues that require refresher sessions or new training.
  • Ensure that capacity development interventions follow this systematic process: assessment, planning, implementation, and monitoring and evaluation.
  • Ensure that cross-cutting issues are integrated into the planning, implementation, and monitoring of program activity at a regional level.
  • Promote gender equality and non -discrimination in SCA work through capacity development of target groups.
  • Ensure the development of and maintenance of the data and information system related to the development of SCA civil society partners in the region.
  • Prepare progress reports and contribute to annual donors’ reports.
  • Contribute to maintaining high standards of personal and program outputs as a member of the regional office management team.
  • Contribute to identifying advocacy areas and priorities in line with SCA vision and strategy objectives.
  • Build and maintain strategic and cooperative relationships with civil society partners, local authorities, and networks at the regional level that promote stakeholders’ participation in SCA’s work.
  • Other tasks as assigned by the Head of Office (such as contributing to the recruitment process of regional office staff, membership in task forces, etc.

  • Post holder is expected to perform considerable strategic thinking required along with the ability to influence change and passionately follow up the implementation of change. She/he is expected to apply creative ways to support target civil society organizations and local authorities and implement the SCA plan within the insecure context of Afghanistan.

Collaboration:

  • Post holder is expected to build and maintain effective relationships with unit’s staff members, PIU staff, civil society partners organizations, local authorities, and other relevant stakeholders and donors. Use diplomacy and effective listening skills.
 

Job Requirements

  • MBA or master’s degree in social science, or another management field, specialization in project Management field will be prioritized.
  • Ability of initiative, and innovation and accordingly pursue proactively with monitoring and supervision.
  • Comskills skill at operation level, especially with full skills of MS Office packages.
  • Fluent in English, Pashto, and Dari, both written and spoken.
  • Strong interpersonal and communication skills.
  • Ability to travel frequently
  • Ability to work under stress and work management skills.
  • Multi-task management.
  • Self-motivated and active team player.

Experience:

  • At least 7 years of working Experience in the area such as project management, rights-based development, training, gender, and advocacy in an international or national NGO or similar organization.
  • At least holding 2 years of managerial level position experience.
