About Swedish Committee for Afghanistan (SCA)

SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of Work:

The Capacity Building Sr Officer will be mainly responsible for Conducting Training Need Assessment (TNA), trainings, facilitate trainings.

 Develop, implement, and follow up training plans for Health Facilities, office, and Provincial Health Officers jointly with organization plan, manage training centers, ensure availability of updating training tools, curricula, guidelines, teaching aides and stationery.

Main Responsibilities:

  • To provide technical support to DHs and CHC+ and CHCs .  
  • To make sure that all DHs ,CHC+ and CHCs are well equipped, properly supplied and are providing health services as per EPHS/BPHS guidelines
  • To conduct regular supervision to , DHs , CHC + and CHCs
  • To conduct supervisory visits to health facilities to ensure the implementation of health care services according to the MoPH guideline and procedures
    To apply national monitoring check lists while visiting the health facilities and provide written feedback to health facility staff.
    To conduct on the job trainings to health facility staff during the supervisory visits.
    To manage the conducting of trainings to health facility and office staff on the bases of training need assessment.
    To conduct training need assessment (TNA) of all Health Facility staff working in Laghman HFs and provincial Hospital.
    To write up the final narrative report of TNA
    To develop annual training plan on the bases of TNA analysis.
    To carry out the post training follow up services of all staff attained the relevant trainings.
    To conduct training workshops to all health facility staff on Malaria, Nutrition, Diarrhea and Pneumonia and other components of BPHS
    To assist project manager and Deputy Project Manager (Technical) in writing of monthly, quarterly and annual technical reports.
  • To conduct the training workshops to health facility staff and office staff on various component of BPHS as well as on the management components of health system.
    To enter the record of training into the Training Management Information System database developed by the MoPH and reporting to MoPH on quarterly bases.
    To ensure all trainings are conducted in accordance to the SCA and MoPH rules and regulations.
    To maintain the quality of trainings via supervision of trainers for on time attendance, technical knowledge and required technical methodologies.
    To support training budgeting, and process training financial documents
  • Any other tasks delegated by supervisor (PM)
 

Job Requirements

Qualifications & Requirements:

Graduated from recognized Medical University (MD),

Experience:  At least 4-5experience in relevant position, Experience in NGOs (preferably with        BPHS Implementer).

Others: Computer skill at operator level, especially with MS Office packages.Fluency in Dari and/or Pashto, both written and spoken, English knowledge will be preferred.Good Interpersonal and communication skills.Supervisory, team worker and analytical skills.Ability and willingness to travel to the project sites within Nuristan and adjust to SCA environment. Honest, proactive, and well mannered.

Note: With frequent travel to Nuristan
