Job Description

  1. BACKGROUND

The Deepening a culture of resilience among disaster, drought, and conflict-affected communities through scaled-up integrated response in CP, GBV, Shelter, FSL, Agriculture, Health, and Nutrition, and WASH across 13 provinces of Afghanistan is a BHA-funded project that is targeting 1,185,054  vulnerable Afghans with CP, GBV, Shelter, FSL, Agriculture, Health and Nutrition, and WASH services.

The goal of the proposed program was ‘’to improve the well-being and resilience of households and communities affected by disasters, including the socio-economic impacts of COVID-19, by increasing access to integrated and gender-sensitive and inclusive food assistance, shelter, protection, health, nutrition and WASH’’

  1. SUMMARY OF PROJECT INFORMATION

Save the Children received BHA funding of $32,800,445 (original award and top-up award) to implement the project on “Deepening a culture of resilience among disaster, drought, and conflict-affected communities through scaled-up integrated response in CP, GBV, Shelter, FSL, Agriculture, Health and Nutrition, and WASH across 13 provinces of Afghanistan”.

The overall objective of the project

  1. PURPOSE AND OBJECTIVES OF THE EVALUATION

The primary purpose of the end-of-project evaluation is to assess the performance of Afghanistan, Deepening a culture of resilience among disaster and conflict-affected communities through scaled-up integrated response in CP, GBV, Shelter, FSL, Health and Nutrition, and WASH

Project.

This evaluation is meant to serve the following purposes: 

  1. To learn to what extent the planned project’s objectives and goals – to all result levels -have been achieved as well as identify and document lessons learned good practices and innovative ways that have contributed to the attainment of the project objectives;
  2. To assess how the program  contributed to:
  • Enable households affected by the multiple crises (COVID-19, drought, harsh winter, and economic pressures post-transition of power to IEA) to meet basic food and non-food needs and prevent the adoption of harmful coping mechanisms.
  • Improved safety, security, protection, and well-being of disaster-affected communities including women and children.
  • Reduced morbidity and mortality associated with malnutrition, lack of access to primary health care, and poor sanitation and hygiene.
  1. DELIVERABLES AND REPORTING REQUIREMENTS

The evaluation team should complete a draft of the work plan and send it to Save the Children for approval. The work plan will include:

  • Inception Report with clear end-line tools, study methodology, sampling approach, and the proposed timeline – containing information on the research plan for evaluation study (e.g. tools, sampling frame, sample size calculation key evaluation questions, and timeline). 
  • First draft report (with integrated analysis from both quantitative results and qualitative findings);
  • Dataset (raw data, output tables, and syntax), Survey Final Report, Data Dictionaries, codebooks, Processing Steps, Questionnaires, Field Manuals, Sampling Frame, Description of the Sampling Design
  • Second draft report - addressing SCI comments
  • Final Endline Survey Report
  • The Evidence to Action Brief - a 2-4 page summary of the full report (using the Save the Children Evidence to Action Brief template).

Expressions of Interest 

Expressions of interest are requested from suitably qualified candidates and addressing the following:

  1. An outline of the proposed methodology to complete the assignment.
  2. Response to the criteria as set out in the consultant’s qualification requirements.
  3. Consultant daily rate.
  4. Examples of at least one similar report or study produced in English, and for which the consultant is the sole or lead author.
  5. Details of three professional referee

Qualification Requirements

Bidders are required to provide CVs, stating his/her professional experiences to conduct evaluation works using mixed methods, as shown in the expected roles and responsibilities for this evaluation.

The consultant should have the excellent technical expertise and practical experience required to deliver the scope of work and evaluation outputs. It includes:

  • At least a master’s Degree in Research and a Ph.D. holder candidate will be preferred.
  • 5-7 years of relevant experience.
  • Strong skills in both quantitative and qualitative data collection and analysis, drawing findings from multiple sources and handling potential contradictions between data sets.
  • Relevant subject matter knowledge and experience: knowledge and experience on conducting research with children and persons with a disability as well as gender research to ensure that the evaluation design and research methods are as relevant and meaningful as possible, given the aims and objectives of the project.
  • Afghanistan country experience. The consultant shall have the appropriate country knowledge /experience and language proficiency (English, Pashto, and Dari), required for data collection and conducting evaluation research.
  • Qualitative data analysis techniques, including the use of software e.g., ATLAS.ti, NVivo, or other qualitative software;
