Job Description

Job Summary:

The Area Appraisal, Monitoring and Evaluation (MEAL) Manager is responsible for the efficient implementation of all MEAL activities in the area under his/her responsibility according to the guidance provided by the Country MEAL manager and/or the Senior MEAL manager, including managing the MEAL team in his/her area.

Objectives:

  • Implement robust MEAL systems: Contribute to develop and implement solid MEAL systems and mechanisms in his/her area that are in line with global MEAL procedures and deliver effective research/outputs so to inform timely decision making and the adoption of sound corrective measures, in coordination with the Country MEAL/MIS manager.
  • Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations (GIS) and performance are effectively collected, entered, cleaned and validated, stored, transformed and presented in an efficient and effective manner in order to support timely decision making, in coordination with the Country MEAL/MIS manager.
  • Learning: Ensure lessons learnt and best practices are discoursed and documented in the area.
  • Implement Beneficiary Complaints and Response Mechanism: Establish and ensure effective functioning of CRM,  enhance  the  trust  and  confidence  of  beneficiaries,  identify  areas  of  our work  which  need  to  be  improved  and  ensure  that  ACTED  learns  from  the  feedback  provided  through this  process in the area.
  • Manage MEAL, MIS and GIS teams: Ensure operations of the MEALU are run in an effective and cost-efficient manner and manage and coordinate between MEAL, MIS and GIS teams in the area, in coordination with the Country MEAL/MIS manager.

Duties & Responsibilities:

 

Monitoring, Evaluation, Accountability and Learning Systems

Technical and Systems Development:

  • Contribute to the development and regular update of consolidated MEAL work plan covering all ongoing projects and planned assessments in the area;
  • Oversee the development, measurement, and reporting of qualitative and quantitative input, process, output, outcome, impact, and objective performance indicators for all projects in the area, in coordination with the Country MEAL/MIS manager;
  • Identify and design innovative practices to improve organizational efficiency and effectiveness in MEAL in the area;
  • Implement the MEAL policies and procedures in the area as described in the ACTED MEAL standard guidelines and make sure that the tools are followed as applicable;
  • Ensure an effective roll-out of MEAL data collection and reporting systems to all staff and partners in the area through training, site visits, manuals, and other technical support as needed. Ensure systems are well understood and properly implemented by staff and partners in the area;

MEAL Implementation and Management:

  • Oversee the development of mission plans for any assessments, monitoring and evaluations (baselines, mid-terms, endlines) taking place in the area, for each of the projects;
  • Contribute to the development and oversee the implementation of appropriate data collection in the area and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans;
  • Provide technical guidance and oversight over data collection activities in the area and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;
  • Analyze MEAL data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner, in coordination with the Country MEAL/MIS manager;
  • In collaboration with coordination and the Country MEAL/MIS manager, trigger the necessary needs assessment(s) to ensure proposals are relevant;
  • Provide MEAL related capacity building and awareness to implementing partners and other institutions supported by ACTED in the area as appropriate;
  • Represent ACTED in different forums in the area on MEAL related issues when required.

Database and GIS:

  • Oversee the development, on-going modifications, strengthening and functioning of the area-level data management, in coordination with the Country MEAL/MIS manager;
  • Monitor roll out and functionality of Database Management Systems (DBMS) and GIS across users including implementing partners in the area as required;
  • Develop strategies to increase data use and demand amongst relevant staff and other data/information users in the area, in coordination with the Country MEAL/MIS manager;
  • Design and maintain electronic and paper-based MIS/GIS systems for tracking and reporting all quantitative (spatial and non-spatial) data and information in the area, in coordination with the Country MEAL/MIS manager;
  • Facilitate trainings for non MEAL staff in the area (e.g. PMs, DPMs, AC, Base managers, etc.) on the use of project databases and database related reporting;
  • Provide capacity building on effective use of GIS/MIS products and systems – or ensure that GIS/DB staff deliver this efficiently and effectively in the area.

Learning:

  • Contribute to the proactive dissemination and to the use of knowledge gained through MEAL activities in the area among Project Managers, Deputy Project Managers, Area coordinator and base managers, etc.;
  • Organize and facilitate learning events in the area in order to capture best practices and lessons learnt when a project closes or as required;
  • Document and share the lessons learnt and best practices gathered in the area;
  • Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the programs in the area.

Beneficiary Complaints and Response Mechanism:

  • Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams in the area;
  • Build capacity and understanding among ACTED staff, partners and contractors in the area on beneficiary accountability and CRM.

MEAL Team Leadership:

    • Team Management
  • Provide a weekly and monthly working plan including all MEAL activities planned for the area to the Country MEAL/MIS manager
  • Ensure that MEAL officers in the area have the necessary means to accomplish their duties if the issue cannot be solved at the base-level (including field missions, stationary, phone credit, computers, etc.) by liaising with logistics, security, HR/Admin and other department, as required.
  • Ensure that MEAL staff in the area understand and are able to perform their roles and responsibilities, in coordination with the Country MEAL/MIS manager;
  • Manage MEAL, Database, and GIS staff delineating their responsibilities and follow-up the work plans and day-to-day activities in the area;
  • Ensure a positive working environment and good team dynamics in the area;
  • Manage interpersonal conflicts between departmental staff members in the area;
  • Undertake regular appraisals of staff and follow career management in the area;
  • Ensure that the team in the area retains all that is distinctive about ACTED including the organizations values and beliefs, global identity, coherence and consistency, and independence and impartiality.

Capacity Building and Training:

  • Identify the MEAL training needs of MEALU staff in the area, discuss plans with the coordination and HR for both internal and external trainings, and implement them according to MEAL strategic and operational priorities, in coordination with the Country MEAL/MIS manager;
  • Coach, train, and mentor MEAL Officers in the area with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team and providing professional development guidance.

Other:

  • Provide regular and timely updates on progress and challenges in the area to supervisors and other team members, as required;
  • Represent ACTED in high external forums at area-level, such as MEAL technical working groups;
  • Participate in MEAL-related conferences and workshops when possible and stay up to date with best practices and new knowledge created in the field of MEAL;
  • Perform any other related activities as assigned by immediate supervisor.

 

Job Requirements

  • Bachelor’s degree in IT, M&E, Computer science, or any field
  • Experience in team management
  • Experience in database management
  • Experience in M&E for at least 2 years
  • At least 2 or 3 experiences working with NGOs and/or international organisations.
  • Bachelorette degree in management, Computer science, or any field
  • Minimum 1 year of experience in field activities with national NGO, INGOs
  • Experience using Microsoft Office package with sound proficiency in Excel Word and Access.
