Job Description

Job Summary:

The AME officer will be primarily responsible for conducting surveys and interviews for needs assessments and evaluations of projects. The AME officer will also be responsible for regular monitoring and spot checks of project activities. Finally, the AME officer will be responsible for submitting data from surveys through smart phones or PCs for analysis. The AME officer will also need to provide brief written reports to line managers reflecting on data collection activities.

Duties & Responsibilities:

  • Conduct surveys and interviews with assigned respondents to evaluate program activities
  • Input collected information into databases through smart phones and/or PCs in a timely manner
  • Review and clean data to ensure quality, accuracy, completeness
  • Translate interviews and survey responses
  • Provide weekly and monthly reports to AMEU Officer summarizing tasks completed, challenges encountered and possible solutions
  • Participate in trainings on data collection techniques and data analysis
  • Travel throughout the country to assist with evaluations and assessments, including emergency rapid needs assessments. This may include travel to remote, insecure areas.
  • Perform other tasks assigned by the supervisor in relation to project monitoring and evaluation
  • Demonstrate a high level of professionalism, ethics, integrity, confidentiality and respect for the respondents
  • Abide by applicable ACTED policies and procedures

Working relations:

Internal Relations:

The AME officer will work in close partnership with other AME officers in their base and potentially in other provinces to conduct surveys. In particular, he/she will often work in pairs with another AME officer for gender balance in conducting surveys. The AME officer may also work with the MIS/GIS department to assist with data entry.

External Relations:

The AME officer will not conduct any external relations with other agencies, donors, etc. However, the AME officer will interact closely with beneficiaries and community members, requiring excellent communication and interpersonal skills.

Job Requirements

  • Afghan nationality, preferably from local province
  • High School degree, Bachelor’s degree in social science preferred
  • Minimum of 2 years’ experience in relevant field
  • Experience in data entry, data cleaning and conducting interviews
  • Experience using Microsoft Office package, especially Microsoft Excel. Experience with additional database and data analysis software preferred.
  • Experience writing reports in English
  • Excellent communications skills. Fluency in English and Dari, additional languages preferred
  • Competence in using smart phones, experience with mobile data collection preferred
  • Commitment to the mission and objectives of the projects and ACTED
  • Willingness to travel to the field, including to remote and insecure locations, and visit all project sites, potentially including new areas where ACTED may plan assessments and projects.
  • Ability to work under pressure with tight deadlines
