Job Description

Job Summary:

The advocacy and referral officer will work in regional level with all the components of HPD and under the direct supervision of the Project Manager and Deputy PM and functionally Area/Sub Area coordinator will follow all referral cases in Child Protection Center and all other components beneficiaries which need referrals in accordance with the proposal and do advocacy for them either to be supported other organizations or direct support from the project activities.                       

Job Purpose

Responsible for referral and case management of vulnerable children for all components activities under HPD in all Northern Provinces. 

 

Duties and responsibilities:

  1. General objectives of the position:
  • Contributing to the production of timely, accurate and analytical interim and final reports, and proposals for donors in the intervention 
  • Close follow up of the referral cases and the advocacy for them with other partners and donor
  • Developing internal coordination and referral mechanisms in the intervention
  • Developing an external referral strategy in the intervention
  • Focus on program and project development role, mainly on providing inputs for the proposals, and budgetary, in addition, representing ACTED in cluster and donors
  • Program follow-up in the intervention

 

  1. Detailed Responsibilities:
  • Working closely with the head of the department and other members of the reporting department as well as staff members responsible for projects at the field level to ensure the timely and accurate diffusion of information relating to projects;
  • Collecting, managing and consolidating data from the field to increase transparency regarding progress and enhance accuracy of reports;
  • Support the provincial project officers on providing of inputs for the proposals and budgetary aspects and updating referral cases with the follow ups.
  • Assisting database officer in developing databases for referrals follow up and records;
  • Ensuring an accurate record of coordination, sector meetings and project meetings.
  • Improving the projects visibilities in the intervention.
  • Raising awareness and conducting trainings to field staff on knowing the type of referral cases and the way to register and refer them to the specified authorities.
  • Assisting the head of Department in developing an overview of the political/humanitarian history, ACTED’s involvement, on-going projects and future plans of the base and/or its region.
  • Assisting the Head of Department in producing raw material for launching various Public Information activities, such as an ACTED Afghanistan brochure, formal presentations on on-going projects, media coverage on success stories, articles, publications and brainstorming sessions with partners at the field level.
  • Focus on program and project development role, mainly on providing inputs for the proposals, and budgetary aspects.
  • Representing ACTED in cluster and donors
  • Work closely with the Reporting Manager to follow-up programs as needed.
  • Work with Program Managers as necessary to provide needed material and information needed for the smooth implementation of the project

In coordination with the high management, under the direct supervision of the project manager, participate in coordination platforms based in Kabul as needed and relevant

 

Job Requirements

  • Bachelors or advanced degree from an accredited university – related to social science, education, law, economics, or any other related fields
  • Female candidates with ability to work in field with children and travel to Balkh District as well
  • Minimum of 4 years’ working experience with NGO’s and organization
  • Able to work in very critical situation
  • Able to work with current government situations
  • Well computer and English Language skills
  • Able to work on and create success stories from any of the well done activities in field
  • Well patient and enough abilities in children behavior
  • Experience with Child Protection activities is a plus
  • Ability to create and maintain relation with other partners and organizations for children referrals
  • Experience in working with community and community mobilization
  • Familiarity with cultures of different Afghan communities
  • Very good interpersonal communication skills
  • Very good teaching/lecturing skills
  • Basic Child Protection Protocols Knowledge
  • Must be computer literate and familiar with basic computer software including MS Office and internet use
  • Report writing skills
  • Must be able to communicate well in Pashto, Dari and English
