HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

  1. To maintain the financial administration of the project at provincial level.
  2. To monitor and prepare monthly accounts and financial reports as required by Donor, internal management and Government agencies.
  3. Maintain all accounting transactions, cash book, Provincial Book Keeping (PBK), Ledger and bank book and close collaboration of Provincial Project Manager.
  4. Assist the Project Manager maintaining project and finance controlling tool.
  5. To make sure of office maintenance, repairing, and cleaning on regular bases.
  6. Maintain admin department filing system and incoming/outgoing correspondence record keeping.
  7. To closely supervise office cleaners, guards and drivers and prepare their service schedule.
  8. Lead and support the recruitment processes at provincial level for the relevant project.
  9. To manage staff attendance and leave record and submission of monthly report to Kabul.
  10. To maintain personal files and keep up to date.
  11. To ensure office communication system.
  12. To supervise and control of all expenses related to vehicle maintenance and their fuel consumption.
  13. To control and supervise all office expenses.
  14. To ensure office security during work days and holidays.
  15. Full compliance of Logistics/Procurement management ensuring that proper supply chain management is performed in adherence to Health Net TPO rules and regulations and that Logistics procedures are complied.
  16. Actively participate in the quotation committee for selection of the vendor.
  17. Negotiate with vendors for the lowest costs and incentives and analyzes market price and product checks for competitiveness.
  18. Ensure the procurement solicitation documents, which include RF, RFQ, CBA, GRN, Payment Check list, Payment Request and Remittance Note are provided according to the procurement manual.
  19. To assist drug stock and supply.

Job Requirements

  • Bachelor’s degree in Business Adminstration, Economic and or equivalent, with at least 4 years’ experience in the relevant positions.
  • Excellent/Strong English writing skills.
  • Strong interpersonal communication skills.
  • Able to work under pressure to timely accomplished the project deliverable.
