About Community World Service Asia

Community World Service Asia is a regional non-governmental organization, which implements humanitarian and development activities in Asia. The Regional Representative heads the program in Asia. According to the strategic plan, the Head of communications requires A Communication & Data management Officer based in Kabul with frequent travel to field to assist in effectively providing visibility and promotion to all programs and projects.

Job Description

Job summary:

The job will involve a large amount of desk & some fieldwork. The Admin and Finance Assistant will have to develop a through overall knowledge of the projects/programs, so as to be familiar with Community World Service Asia implementing strategies and so she can effectively report on them.

Key Responsibilities:

1. Operations

  1. Operations Systems
  • Implementation of operations Systems at Bamyan location as Per ISO and HAP standards
  • Responsible for logistical support to the project teams
  • Assist the Operations Manager – Afghanistan in any task assigned related to Operation

2. Logistics

  • Responsible for the supervision of watchmen, cook, and drivers
  • Responsible for drivers’ duties and ensuring that vehicles are only used for official purpose
  • Coordination with INSO before any road travel to and from Kabul
  • Coordination with the project team and ensuring their safety when they are in the field
  • Coordination with rental vehicles’ focal persons for any repair, maintenance or concerns with the driver

3. Office Management

  • Ensures that Office is well maintained and cleaned (follows checklist for the supervision of office maintenance/cleaning)
  • Updates Kitchen Menu to make it economical, according to the budget availability and staff preferences
  • Motivating the support staff and keeping them challenged for improvement
  • Responsible for bulk purchases for kitchen and office use supplies
  • Follows high standard of transparency (especially in vehicle maintenance, purchases, issuance of stationeries etc) 

4. Procurement

  • Responsible to make the procurements according to the policy of Organization and the donor.
  • Liaison Procurements with Procurement Manager
  • Assisting procurement dept whenever required for any procurements, survey, or any special assignment

5. OTHERS

  • Coordinate orientations of new staff to ensure employee’s understanding with the operations system, Organization vision, mission, values
  • Maintain confidentiality.
  • Promote the desired culture in Community World Service Asia
  • Responsible for taking backup of staffs’ computers
  • Responsible for the IT troubleshooting
  • Responsible for events management
  • Preparing Operations quarterly expense report and Submit to relevant managers
  • Prepare staff leave report and submit to relevant managers

6. Safety and Security

  • Report Security related issues/concerns to OPERATIONS MANAGER - AFG
  • Coordinate with INSO and other NGOs to stay abreast with the security development in the central region
  • Responsible for the administration of staff security, ensures adequate security systems/process are in place and reviews them
  • Attend the INSO and other security meetings.
  • Any other task assigned by the Regional Representative/ DDs / ADs /HOSF/Operations Manage

7. Finance

  • Provide finance related support to the project team in Bamyan
  • Keep all record safe, secure, and confidential
  • Weekly cash count and reporting to Finance Officer
  • Manage all advances and clearances in Bamyan
  • Timely report all expenditures
  • Transfer all hard copies to Jbd Office
  • Assist the team in cash distribution
  • Any other finance related task assigned

The duties listed above covers most of the task that would be performed by the Admin and Finance Assistant in this position; however, the Admin and Finance Assistant can also be assigned any other Official task by Operations Manager – Afg, Head of Support Functions, DRD, RR or Management as and when required.

 

Job Requirements

  • For the post of Admin and Finance Assistant, a Graduation degree from university is considered necessary.
  • A minimum of 2 years relevant experience is must. Preferably in financial mangement.

Languages: Good English & Dari are essential

IT: MS OFFICE and Outlook and able to well present and analyse information

Sensitivity:

The Admin and Finance Assistant must be tolerant and sensitive to the needs of religious and ethnic minorities, women, children and the poor.

Independence:                                                                

In the absence of the supervisors, the Admin and Finance Assistant must have the confidence, initiative, patience and integrity to work independently.

Accountability:                                                               

The Admin and Finance Assistant is required to follow Community World Service Asia Accountability Framework and its commitment to the Codes of Conduct practised by the organisation. The Admin and Finance Assistant will ensure her commitment to the organisation mission and values and for working in accordance to her job expectations.
