About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Responsibilities and Particular Assignments:

Objective 1: Cash Management and Financial Compliance

  • Act as the focal point for cash advances and payments.
  • Ensure expenses are authorized and documented properly.
  • Coordinate with /Finance Officer for payments and reconciliation.
  • Manage petty cash books (Cash books + Bank books)
  • Support in preparation of monthly accountancy report
  • Ensure correctness of documentation and filling of all financial transactions.
  • Ensure compliance with finance procedures.
  • Ensure the cash supply from the Bank.
  • responsible for the cash box.
  • Ensuring that no expenses are made without prior authorized signatures in the proper formats for all prior authorized signatures (expenses orders / purchase orders).
  • Ensuring that all the forms regarding admin procedures are correctly filled before payment.
  • Oversee the petty payments to suppliers, operational advance payments and salary advances.
  • Daily Recording all the expenditures in the cash book.

Objective 2: Advances and SAGA entries

  • Ensure matching of advances with purchase/expense orders and overall correctness of the process.
  • Maintain clear records of advances and invoices, ensuring confidentiality.
  • Marking of all invoices at the time of payment and files all invoices on PU-AMI vouchers and according to the numbers set by Saga software.
  • Printing all the vouchers from SAGA and attached them to invoices, on a monthly basis.
  • responsible of the good financial codes on all order forms.
  • assist finance officer in case of audit of projects. S/he assists finance officer in preparing of tax reports to be shared with Kabul office on monthly basis.
  •  responsible to arrange the required data from other departments i.e. Logistics/HR for tax reports.

Objective 3: HR Administration

  • Coordinate recruitment processes including scheduling tests and interviews.
  • Maintain recruitment documentation and files.
  • Prepare and manage monthly attendance sheets.
  • Manage leave records for staff.
  • Creation and maintenance of HR personal files.
  • Ensure employees have necessary documentation such as tax identification numbers and PU-AMI ID cards.
  • Scanning and electronic archiving of HR documents.

Objective 4: Administrative Support

  • Daily follow-up on attendance sheets, medical certificates, work permits, and TINs.
  • Preparation of training certificates.
  • Fulfilment of other assigned tasks by the Supervisor.

Job Requirements

Qualification/ Requirements  تحصیلات و شرایط لازمه

Graduated from one of the registered Universities (BBA), Management Science, Administration, business economics

At least two years of relevant experience with INGO/NGO in HR and finance as clerk, assistant or officer level.

Fluent in English and Dari/Pashto.

Excellent in MS Package, outlook,  .

Excellent communication skills.

Reliable, rigorous and well organized.

Able to manage priorities, take initiatives and work without constant supervision.

Able to ensure neutrality and confidential information remaining within the HR department only.

Have good management skill in HR.
