Job Description

General duties

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

 

Accountabilities and responsibilities

A: As Cashier: (50%)

  • Handles the delegation's cash disbursements and payments, including salaries and working advances.
  • Prepares invoices for payment (by cash, check, or bank transfer)
  • Carries out daily cash count and reconciliation
  • Monitors and follow up of open working advances, sends reminders for long overdue working advances
  • Participates in cash-flow management, ensuring sufficient liquidity. Handles cash replenishment from the bank.
  • Prepares bank transfer instructions and cheques for payment and for subsequent submission to the bank
  • Ensures that cash office hours are respected.
  • Assists the accountant in the daily finance activities
  • Assists the accountant in the monthly closing activities
  • Files and reports on relevant documents.
  • Ensures respect for financial procedures and guidelines and explains them to "clients".

 

B: Premises

  • Coordinates and manages the Housekeeping team in charge of cleaning ICRC premises.
  • Coordinates with premises responsible for minor issues related to ICRC premises/material and informs his/her hierarchical supervisor about more important ones.
  • Orders and ensures maintenance works: premises and equipment are properly maintained and that all utilities are working as they should.
  • Ensures that those under his/her responsibility can work in safe and suitable conditions and with sufficient, appropriate material.
  • Organizes the work and uses resources that are available.
  • Supervises housekeeping staff assigned to ICRC premises and gives them basic training.
  • Ensures that inventory for equipment/furniture is done and updated
  • Carries out regular checks on cleanliness and hygiene in the premises and proposes improvements.
  • Orders any necessary material and supplies in coordination with logistics staff and maintains related stock.
  • Ensures update of premises list and IRIS Lease Management portal on regular basis.

 

C: Welcome

 

  • Ensures that staff and guests are met on arrival and brought to suitable accommodation (hotel, apartment, house).
  • Conducts regular random checks to make sure that accommodation is safe and suitable to live in; contacts the appropriate department(s) in case of problems.
  • Organizes communication flow between ICRC offices, sub-delegations, delegations regarding staff travel.
  • Organizes Welcome files, business cards, briefing programs, and tours of the delegation for new arrivals.
  • Organizes the Welcome side of events/meetings/seminars, coordinating with the parties concerned.
  • Checks relevant bills (hotel, etc.) and prepares them for payment
  • Finds and rents meeting halls for meetings/trainings whenever needed
  • Purchases food for ICRC internal or external meetings/trainings upon request in accordance with ICRC procedures

 

D. Information Management (50%)

 

  • Responsible for diplomatic pouch, processes, and files bi-weekly bordereaux to and from Kabul / Kunduz / Maimana
  • Updates internal and external information, like contact directories, lists and organizational chart in TeamSpace. 
  • Drafts and finalizes correspondence, internal presentations, minutes of meetings and other documents when necessary.
  • Distributes and ensures electronic documents are shared with concerned staff members as well as retransmission to sub sites or offices. Responds to standard messages and ensures follow-up.
  • Compiles, finalizes, and summarizes regular reports.
  • Assists in the coordination of internal and external events.
  • Is the first point of contact for the sub-delegation management, coordinates their agenda and meetings and arranges logistic details for the management’s meetings.
  • When needed may be requested translations into English/Dari/Pashtun.
  • At the request of and under the supervision of the Executive Assistant/IM Officer or the IMCo, helps managing specific projects/files.
  • Coordinating and is focal person for filing and paper filing with all the departments and is the responsible for filing for the management. Applies internal filing policies, following retention schedule and dealing with archive according to filing instructions
  • Carries out secretarial tasks (filling, photocopying, scanning mailing, etc.) as needed by the sub-delegation’s management.
  • Ensures IM processes and rules are complied with in the sub-delegation and offices.
  • Acts as a referent and provides trainings and briefings, among others in correspondence and protocol, use of standard tools, filing and information security.
  • Supports in the organization and preparation for high level visits.

Job Requirements

  • University Degree or equivalent training or experience
  • Excellent command of English and Local Languages (Pashto, Dari) in speaking & Writing.
  • Advanced computer skills, including Microsoft Office suite, SharePoint and IBM Lotus Note
  • 3 or more years’ experience as Admin Assistant in an International organization or company
  • Basic knowledge of accounting and cash reconciliation
  • Openness to learning and improving existing procedures based on needs
