NCA Afghanistan is currently working on Climate Resilient WASH, Climate Smart Economic Empowerment, Humanitarian Response, Learning and Social Development, Integrated Community Resilience Action (ICRA) project and Civil Society capacity building.

Job Description

AREA(S) OF RESPONSIBILITIES

  1. In close coordination with NCA access and liaison coordinator, contribute to the development of the NCA Afghanistan acceptance strategy. Coordinating with both external actors (UN/ACBAR etc) and internally with ALC/SMT as required.
  2. As the focal point, start to implement the acceptance strategy and begin to create relationships within the relevant government departments of the IEA to allow NCA to start operating and set the groundwork for a long-term relationship and acceptance.
  3. Additional administrative jobs in the office and gap filling across the operations department when required, especially with project registrations, bi-annual reports and MoU etc.

    MAIN TASKS/FUNCTIONS
  • Assist, and implement NCA acceptance strategy with the IEA and Afghanistan authorities, to allow NCA to continue to work on its humanitarian objectives.
  • Work with the ministry of economy/NGO commission (or relevant newly appointed ministry) to ensure the NCA registration is accepted, or if required a new registration is made.
  • Follow up at relevant line ministries and ministries of finance as required.  
  • Follow up and take care of the NCA bi-annual reports at the MoEc system and other relevant ministries.
  • Work with partners, in relation to any acceptance issues they may be having in relation to them working with NCA.
  • Ensure all procedures and systems are correctly organised and implemented with regards to archiving of documentation.
  • Manage NCA assets, ensuring all assets are recorded, tracked, marked, and monitored using a full inventory and asset control register.
  • Responsible for liaising with line ministries and government departments concerning work permits, visas, passports, tax exemptions, and any other relevant documents for the Country Office. When an acceptance has been reached.
  • Ensure the clearance of imported goods passing through customs.
  • Support NCA and Implementing Partners with MoUs obstacles at different ministries to smoothly run projects and activities.
  • Assist procurement officers with the newly purchased vehicles inspection and take care of the vehicles route permits and number plates etc.
  • Take care of the NCA’s issues relevant to municipality, and law and orders.
  • Assist management with the crises issues relevant to IEA.  
  • Update management on political, social and other important issues relevant to NCA to minimize concerns and problems.
  • Performs other duties as assigned.
 

Job Requirements

Required tertiary education (level, field), relevant certifications and other formal training:

University Degree or experience required for the position.

Required competencies, work experience and proven results from previous positions:

Three years or more of direct experience working in this or similar area, with a NGO, governmental or commercial organization.

Motivated and flexible, hard working individual, able to work on a number of task simultaneously.

Flexible and able to travel around Kabul city / Afghanistan as the role requires.

Skilled in computer use and MS office suite.

Strong organizational skills and attention to details

Excellent oral and written English

Integrity, Team player, Collaboration, Proactive problem solving.
